oatimatcs ns follows : The whole
nmount of earth to bo removed , Cl-

to the opinion of some of our leading
contractors would cost at the rate often
ton cents per yard , malting n. total of
$5,107,30. On motion of A. 13. Me-
Kuno , the report was received , adopt
ed , and the committee discharged.
On motion of A. 0. Graham , the fol
lowing committee were appointed to
confer with the various railroads and
ascertain what portion of the nbovo
amount each would pay , nnd to ar-
ran o for the construction of said
levee , after which the following
additional committos were appointed :
A. 0. Graham and Henry Motcalf , a
committee to confer with the county
board of supervisors in regard to the
Amount of financial assistance the
board would render ; N. M. Pusoy nnd
J. T. Hart , a committee to place this
xpport before the city council for ac
tion nnd request that body to appoint
A committee to act in connection with
the committee appointed to confer
. .with the several railroads nnd to aid
in securing the right of way for the
loveo. The report of N. M. Pusoy ,
f from the committee appointed to in-

ing'our present city charter , was re
ceived and after a spirited discussion
was adopted unanimously. During
the discussion interesting remarks
wore made in fayor of the proposition
by the following members of the board :
H. H. Motcalf , N. M. Pusoy , Judge
"W. 0. James , A 0. Graham , Dr. A.
B. McKuno and J. 0. Do Haven. The
citizens of Council Hulls will bo sur
prised to learn that the 'lovco can bo
built for about $0,000 , which is n very
amall price to pay when wo consider
the danger that all the property in
the low parts of the city is subjected
to every spring. This levee should bo
commenced at once , so as to bo com
pleted in time to moot the high waters
of ; the coining spring. The destruc
tion of our trotting park alone would
bo a loss exceeding five times the total
cost of the levee , to say nothing of
the thousands of dollars' worth of
property elsewhere that every spring
.rise threatens to damage , if not wholly
destroy. The board of trade are also
unanimouslyinfavorofthonowchartor.
The board is composed of some of our
best and most experienced business
men. Men of oxporinco who have
-fully investigated tno matter nnd who
are of tho.opinion that Council Bluffs
should a'tonco advance into line with
Cities ot the first class , and not play
, - second to any city in tlip state. It is
well known that there is nn under-
curroht quietly at work to prevent
this , ' * in the interest of a few who
aeem unwilling to lift themselves up
to the importance of n change in this
regard. The tax-pavers of this city
are certainly in danger of being
mulcted for more than they can boar ,
if wo allow our city with its rapid
-growth , both in buildings and popula
tion , to continue with the same prece
dent that our city council can predi
cate their actions upon. There will
be no question that the now city ohar-
, tor will provide ample room for any
snd all assessments that will bo re
quired to raise funds to keep
pur city oven in advance of the inflow
ing population. Working men need

labor that will bo required under the

bo more for them to do and loss ior

letter "H" on each , outs-half dozen
linen and two silk handkerchiefs , ono
lady's skirt , some sowing machine at
tachments , spools of cotton and need
les. It would seem that these fol
lows are growing nioro bold every
year. They used to got their work in
by crawling through the window , but
now they walk into the front door in
open day nnd help themselves. Chief
Field is on the track of these thieves.

Geo. G. Wright , attorney for the road
in this ntato. They caino hero to
view the ruin made by the explosion
which recently occuircd hero and to
investigate matters pertaining to the
cause of the same. They boliuvo that
tlio character of the explosion was
kept from their knowledge , and the
parties guilty of such a serious imposi
tion should bo hold responsible fur all
damages resulting from its transporta
tion. The investigation ohowB that
the fire originated inside of the car , as
reported in THK HKI : , and not from
the outside. The Hock Island re
ceived the car nt Englewood , a sta
tion a few miles from Chicago , from
the Empire line , it having oomo over
the Lake Shore to that point.

It is rumored that there will bo several -
oral changes in the management ; of
"Old Reliable" road , and the presi
dent , Mr. Forbes , will retire aud the
vico-prosidont , Mr. C. E. Perkins , take
his position ; that the general manager ,
T. J. Potter , will succeed to Mr. Per-
kins' place as vico-prcsident of the
road , nnA that General Freight Agent
E. P Jliploy will stop into T. J. Pot-
tor's iihoea. '
The following appeal has boon issued
by the Plwunix Hook and Ladder
company : "To the over kind and
charitable citizens of Council Binds :
Monday noon , September 2ith ( , while
paying the last tribute of respect to
the memory of our martyred president ,
James A. Garfield , Mr.i Joseph Bpauld-
ingt vice-president of Phoenix Hook
and Ladder company , No. 2 , of this
city , had the misfortune to have his
right arm blown off by the premature
discharge of the cannon used in firing
the presidential salute. This misfor
tune falls doubly heavy upon him
from the fact that ho is a poor
man , with a wife and thrco very
interesting children , The Phnsnix
Hooks have started a relief subscrip
tion to be known as the Spaulding re
lief fund. A duly authonzod com
mittee from the Hooka will wait upon
our citizens with the subscription
list , well knowing that the kind citi
zens of this city will respond in agon-

returning , before she had got him
into bed , ho expired. Ho leaves a
widow and ono child to mourn his
loss.
Poor Mike Nolan is having quito n
time to got his saloon on n tirm basis
again. Ho has had it on wheels in
the street for about two weeks and it
pretty hard tolling where ho will
bring up with it. Tlio last soon of
Mike nnd his saloon was in the vicin
ity of the St. Joe lioiiso on lower
Main street.

in 1517 , was first bestowed , "as every
schoolboy knows , " on the renowned
protector , who murdered his brother
nnd first made England thoroughly
protcstant. Ho loved to write himself
"Edward , by the grace of God , Duke
of Somerset , " nnd so forth to the
great scandal of contemporaries , who
hold that kings alone derived their
titles from so high n source. Exces
sive pride is n failing of
the Seymours. In the case
of Charles , styled by pre
eminence the proud duke , who
flourished from 1002 to 1748 , this de
fect of character almost amounted to
monomania. His second wife , nn
Earl's daughter , once ventured to tap
him with her fan , when ho coldly ob
served : "Madam , my first wife was n
Piorcy , and she never presumed to
take such liberty. " The lady thim re
buked was n Finch. The duke's
kinsman , Sir Edward Seyniour ,

John Ramsden , ono of his grace's
lons-in-law , owns nearly the whole

gain ? The Domesday estimate of his
income at 180,000 n year is thought
