A report comes from Now York that Arthur has tendered a place in the cabinet to Judge Laphnm , the new senator from Now York. This would leave to Governor Cornell the oppor tunity to call a special session to elect a senator , opening a way for Conk- ling. DKNIES THE ItUMOK. Secretary Windom denies the ru mor that the treasury would modify the recent call for § 20,000,000 of bonds so that they would bo paid daily upon presentation instead of December 24th. The effect , of such a modification would bo to at once case the present stringency en Wall street , ns it would bo possible for nearly the whole amount to bo presented within a week , thus putting afloat a largo amount of currency. Mr. Windom said that the treasury had not operated to clToct the market , and would not in the future. Mr. Windom left at 2 p. in. tor Massachusetts. Ho will bo gone ten days or two weeks. , THE CONTEST IN VIRGINIA. Ex-Sonator J. L. Lewis , roadjustcr candidate for lieutenant-governor of Virginia , is in the city. Ho asserts that Mahono will lind no more embar rassment in voting on the organiza tion of the senate than ho did at the last , session and' is not the man to shirk responsibility of any kind. Ho claims that the roadjustcr success is certain and the legislature will bo largely rnadjuster , securing the elec tion of an anti-bourbon United States senator. TO HE VIGOROUSLY PROSECUTED. One of the counsel for the goveriv mont in the star route cases , referring to the contemplated action other persons t"jin those in the document presented to-dijy , said the papers wero.in active prepata tionto'bo presentca against ex-Sena tor Dorsoy ftud'soveral other persons who have hold aflice under the govern ment , and that the counsel engaged ii the prosecution of the star route coses intend to proceed against them just as fast as the formal papers can bo got ready. "Nobody , " ex- District Attorney Bliss said to-day , "connected with the htar route frauds is to escape prosecution except such persons as may cheese to appear and give testimony against the other. " Warrants have been issued for the arrest of all persons charged with con spiracy in the document presented to day excepting Gen. Brady. The document charges the alleged con spirators with defraudinp the govern ment out of § 350,000 in manipulating contracts for the mail service on the particular route between July 1st , 1873 , and Juno 30th , , 1880. Irving , while on n trip to Yule , took fire at the town of Port Hope , on Frazer river , and was totally con sumed. She had on board the mails , eighty passengers and full freights , railway and other goods. All the passengers , it is thought , wore saved , but a number of Indians are supposed to have been lost. A collision took place yesterday , near Oawoll station , on the Great Western roadbetween | a freight train nnd an oicuraion trainbound for the provin cial oihibition. The engineer of the freigh't tram noticed the excursion train /when / it was fully n milo away , and whistled down brakes , bringing his train to a stand still just as the latter , reached the tram. He also , < ' .unng the whole of the distance , kept up a continual whistling in order to warnithom of their danger. The pas senger train consisted of nine coaches , five of which wcro completely wrecked. Fifty persons are known to bo killed , und several more missing who are thought to bo buried in the wreck. EMI-ORIA , Kan. , September 30 The lonij drouth was broken hero yester day afternoon by the heaviest rain storms over scon in this section. Though the ground wns hard nnd dry , the ntreots wore literally Hooded in half an hour , nnd the ravines ran like rivers. After this storm subsided , an other nroso in the west , whicl soon turned into n violent urn destructive cyclone. A dark , greenish looking cloud made its appearance about 0:30 : p. m. , which attracted at tention , but it was not believed it was fruughtwith danger at this late seasoi of the year. The cyclone seemed to have started at a point a f ow miles wcsf of this city nnd traveled in i , north east direction , -leaving Emporia nboul a mile and half from its track.
