Alderman Churchill thought it was
about time work \vas resumed in ear
nest. Winter would come before wo
had lime to fully prepare. Sir. Cavin ,
in behalf of his constituents in thu
Pirnt ward , called attention to the tin
pleasant condition of the sidewalk on
franklin nvcnuo. Ho thought n sidc-
ivalk should bo constructed nt once so
that ho would not bo obliged to walk
so far nroutul in going homo. Dawson -
son called attention to the sidewalk

said something should'bo done there
at once. Mr. Yauglian suggested
that all the sidewalks in the city were
in n very bad condition , and should
1)0 repaired before the cold snows of
winter descended. Ho thought money
would bo saved to tlio city if a man
was kept at work for the next month
traveling about the streets and driv
ing homo the loose nails and repairing
the broken planks. Mr. Vnuglmn
thought that several men and teams
nhould bo put to work in cnch ward
immediately until Uio streets wcro all
in n safe and proper condition. Some
one suggested that the work bo lot by
contract. Mr. Fonda said that so
* far as ho was concerned ho wns nick
< if the contract business. Ho believed
that the city was swindled out of
thousands of dollars by letting this
work to contract. IIo believed that
tlo | matter should bo placed wholly in
the hands of the street supervisor for
him to hire what irion and teams.
! Mr. Spclmen moved that ten teams :
and twenty men bo hired immediately
and put to work in each ward. Mar
tin Harden said that they did not
need BO many teams. Mr. Keller
inoyod that the street supervisor do
immediately all the repairing and
filling of streets needed , with author
ity to hire what men ho wanted , all
filling to bo done by the load. Mr.
Vnughnn said that the streets in
certain locations wcro in a ridiculous
shape. They had boon promising todo
something until the people wore get
ting sick of that kind of taffy. Mr.
Churchill claimed that the only proper
way to do tlio filling was by the load
and having the supervisor there to sco
that the city was not cheated. Mart.
Harden said ho had become so used to
it ho could toll whether a man was
Jionest by looking at him and then
at the dump-boards. A ics-
elution was passed ordering the su-
pcrvisor to commence at once repay ly.

Ho said that something must ho done
especially in the vicinity of Kit-lit of
fitrcet. Mr. Jacobs and some fifty
others had petitioned the council to dlo

congregated in that vicinity. Mr.

city shorn not wait depending upon
the railroad to help us. .Something

could take it down and move it nnd

they were direful and did not injure
any of thu brick. Mr. Keller said if
he moved it in bolialf of thu city ,

Vauglmn wanted to know of the city
attorney if Miller it Co. , had any au
thority to cmnpot the city to move
the old powder building. Mr. Holmes
said ho had not given thu subject

arrived accompanied by Tim Toner.
They came lo the rail and Mr. Limit
began to pour forth his punt tin olo-
Ho said : "I appear before
you to-night in behalf of outraged
immunity. Tlint innocent young man

wronged" the hands of thu council.
Ho has boon condemned and nearly
executed without thu right of trial or
benefit of clergy. Charges have been
preferred against him by Chief of
Police Field , of the most base nnd
damnable character. Wo are hero lo
answer these charges , and if , after an
investigation , you find us guilty , we
will be satisfied to ho led to the block.
Mr. Yau lmn explained to Mr , Limit
charges. IIo , simply had taken down
the testimony ot sonic witnesses' to
curtain facts'nnd reported them to the
council. Mr. Limit wished it under-
sltwd that Mr. Toner was in court to
IIo answer to these charges , by whom
soever preferred. IIo did not think
.ho council did right to strip Tim of
iis right to dress in a policeman's
; arb without giving him a chance to
lofend himself. Mr. Toner being
