Arrangements have all been complot cd for a very pleasant time. A Court KcopluR Cool. There was an air of funereal still ness about the police court yestor- ning , that betokened little business. .Judge lioneke occupied his usual pl.ico on the bench , and made a violent ef fort to keep cool. The policemen and most of the audience contented them selves in the same way. There were only two cases on the docket and these were for disturbing the peace. Ono was fined and then shipped to the congen ial climate of the Bluffs , while the other , a woman , vns discharged. Business was very dull ycatenlay. A Ploiuaut Party The reception given toVm. . M. Somuncs Monday , at the residence of his mother , was a voiy pleasant afluir. Ample rofieshmentsero nerved by Mrs. Semonos , and joy ous music was dispensed by Mr. Hunt and his accomplished wife , on the \iolin and organ. Mr. Somones was the iccipiont of several nice presents fiom his fi lends. Mr. So- mones has resided in Omaha from childhood and was known as an indus trious boy , who was not ashamed to work. Three years ago , \\hilo Kov. B. B. Tyler , of Louisville , Ky. , was in this city , holding u mooting for the Christian church , ho chanced to moot this young man on the street , with a paint bucket in ono hand and a brush in the other , and handed him a punted card , asking him to attend preaching that night at the Old M. L church on Seventeenth sheet , lie concluded to heed the invitation. Ho bucamo inter ested , ioincd.tho church , and resolved to devote his life to the ministry and nt once entered Oskaloosa College He returned homo on Saturday last bearing with him his diploma a graduate of the Bible department that institution. Ho proposes to prosecute his studios perhaps in the Kentucky State Unit ersity , located at Lexington , Ky. Haying a Salutary Effect. The police generally seem to think that the now law imposing a fine of $10 and costs in simple cases of intox ication is working n salutaiy effect upon such portions of tlio community ' as are addicted to occasional jambo rees. There are fewer arrests for that offense now than before the law was passed. Herotofoio § 3 or 84 would get a man out of such a scrape , but now it takes over $13. When a man has paid a fine of that character once he usually avoids doing so again im < mediately. The only bad feature tc the law is that it is made a county of fense and persons convicted of being ' drunk are sent to the county jail w hen they are unable to pay their lines , "Heretofore they wore utilized in the atreet. MATTERS BEFORE COUNCIL , Farnham Street Grade Police Salaries Raised. No Permanent Hack Stands to bo Established. At the Council meeting lail evening Messrs. Baker , Corby , Dcllone , Dun ham , Herman , Kauffman , McGavock , McNam.ira , Stull and Dakly wore present , and Messrs Hornbcrger nnd O Kocfe absent. A communication was received from Mayor Boyd , reporting haing signed an ordinance entitled "a special ordi nance making aparopnation for the payment of liabilities incut red during the month of May. " It was filed. A bill of 815 from .Tas. 11. Baldwin for mo\ing two buildings was tofeited to the committee on claims. A communication from the city nnr shnl in i elation to the barbed wno fences in town was refcricd to the jti diciary committee. A petition fiom St. \\MJalcombo relative to unjust , unconstitutional ordinances concerning the Omaha horse railway company , was refened to judiciary committee. A petition fiom eiti/ens pertaining to the condition of Williams street , between Llovonlh and Fifteenth stieets , was leforred to the commis sioner with instruction to put the same in good condition. Petition fiom Ivnud Netlson con coining the grade of Cass street , was referred t-j committee on streets and grades. The bond of Edward Gorman , as po liceman , w as approved , A list of all tlio liquor dealers in the city of Omaha , fm mailed by Marshal Anuoll , showed they numbered 172 , notfmcluding druggists. A resolution that the pond on the corner of Cass and Twenty-second itreots bo dunned was adopted. The city engineer was instructed U > roparo u plan for guttering Harnoy itreet. The resolution ordering sidewalks n Foncior addition was rescinded. The city engineer was instructed t < report on the grade of Farnhau : itrcot. The city clerk was instructed to ad rortiBo for proposals for grading o Hainoy street. Instructing the marshal to cause the mmodiate removal of all obsti action on Eighteenth street. Changing the width of sidewalks in E. V. Smith's addition. Tlio dilforent committees reported as follows ; Tlio committee on finance repot ted favorably to granting a leduction to J. .1. Curtiss of his pcisonal tax for oho year 1880. Judiciary committee reported con- cornitnacommumcationon spmiUing the streets ; that they find in the city chatter that the petition should come from ono half of the property ow'tiots on the street and then the council can order the street sprinkled and make a levy on the piopoity owners to pay for the same. The committee on streets and grades repotted favorably on the change of grade of Farnham street on the condi tion that the property Owners waive all claims of damages. The committee on public property and improvements favored granting T. F. Lyon the privilege of erecting bill boards on city lots. The committee on streets and grades reported adversely on the ordinance changing the curb lines of the city. The committee on police recom mended raising the police salaries to 870 per month after July 1st. The committee on police reported aversely to establishing hack-stands , The commitlc'o on streets and grades recommended that Fnrnham street from Sixteenth to Twentieth bo curbed and guttered , provided the grade of the street bo permanently established. The committee on streets and grades , reported adversely to estab lishing a grade on Twentieth street. The committee on water works and sewerage locommcndod a report from the city engineer at an early day , on all streets , the grades of which have been permanently established The committee on directs .indgrades reported instructing the engineer to prepare an ordinance piouding for the opening of Idaho street. The committed on waterworks and sewerage recommended tlmttho major appoint an appraiser to make an esti mate of the value of sewcraage al ready constructed. A petition from lesidonts mi South .Sixteenth street , asking that thostreet bo put to permanent grade for sewer age purposes , was referred to the com mittee on water-woiks and sewerage.
