Jesse Selfgman and Mr. Junes Stewart , president of a United States company , had an interview with Sec retary Windom yesterday morning , relative to the probable sale by the government of $104,000,000 of 4 per cent , bonds for refunding purposes. The secretary stated that it had not been determined io sell these bonds , and he was not prepared to enter into negotiations , fto action will be had in regard to the disposition of the bonds referred to until the question whether there is to ba an extra session of congress has been decided. Employes of the treasury depart- meat , who are members of societies which participated in the celebra tion of St. Patrick'o day , were grant ed leave of absence yesterday. EKCEPTION AT THU WfllTB HOUSE. The executive mansion presented a brilliant scene last night. It was handsomely decoratod.nnd Illuminat ed , and was thronged with members of the supreme court , cabinet officers , and members of congress and their families. The entire mansion and conservatories were thrown open. The marine band famished the music. The president and Mrs. Garfield re ceived in the blue room. No similar reception was over more generally at tended. OVERWORKED EMPLOYES. A delegation representing the gov ernment employes at the different navy yards , visited the navy depart ment for the purpose of requesting the eccrotary to eoforco the eight-hoar law. The delegation staled their case by reading two proclamations from President Grant , declaring eight hours a good day's work. Secretary Hunt said that he could not decide so im portant a question suddenly. HIS sympathies were with labor , but he was a minister of the law , and must execute his trust faithfully. He would endeavor to do what was right , and would give the subject duo considera tion. The delegation afterward called at the White House , and urged upon < he president the enforcement of the oletu-1 * * ' tour. The president was too bu y to gire them any time , but requested JHem to call this morning , whenheprom.'witQ gtVP them a full hearing. CONOEATUHTIKCI MAHONE. Gor. Foster and Representative Butterworth joined In a congratula tory note to Senator Mahone. The note contained the following senti ments : "SENATOR MAHONE : We congratu late yon that there are democrats in the south who mean t live in a nation , and not in an aggregate of petty prov inces ; that there are democrats in the south ho do not mean to live longer in the graveyards and among the tombs ; wboso face it towards the morning , and on whose brow the ris ing sunlight of the future greatness of this country is already beginning to be visible. Of such democrats the avaut currier has reached the senate cham- bar After long waiting. The republi cans ? the north desire to stretch forth a friradly hand to you. Foster and Representative Bnttervrorth , but ex pressed the sentiments of s vast num ber of republicans in Washington. THE FINANCE COMMITTEE. The republican senators in caucus have decided to increase the member ship of the finance committee from nine to eleven. At far as decided on , the now committee will be constituted ai follows : Merrill chairman , Sber- manFcrry , Jones ( Xev.Platt , , Baird , Voorhees , Beck , McPhetson and Har ris. The democnta had hoped the republicans would not insist on fur ther organization than the appoint ment of the committee ? , but the re publicans have prepared a cUte which bears the name of G. C. Gorh&m , for secretary. Senator Edmunds has gone on a trip to Florida , and is paired for the rest of the session with Vance , of Nor h Carolina. With this exception the senate will be full to-day , and com mittees will be appointed , but adjourn ment may bo taken until Monday be fore proceeding with confirmations. The president ssut a budget of nom inations to the senate jus ! after ad journment yesterday , and a large list u expected to-day. It is definitely stated that the president will seed only appointments fir the present to fill vacancies. Fred Douglass * term as marshal of the District of Columbia expired yes terday. Hit nomination is expected to be among the first to be sent. Instructions to th United States commissioners to the monetary con ference at Paris are being prepared at the state department , and will be ready to present to the commissioners before their departure. The president has decided on the nomination of J. H. Wildmivn for post master at Indianapolis. nca DIPLOMACY Secretary Elaine yesterday instruct ed Minuter Koyes to inaiit upon the 4mlwion into France of American hog prcduc-ta for which bills of lading were signed before the iisne of the French edict. The government has had prepared an elaborate report on trichinosis , and other swine diseases , which will'ba issued to the press In a few days. The report asserts that all diseases of swine originated in Euro pean conntribsand have existed there as far back as any record can be found. Proofs of these aisertlons are obtained from official records in England , France , Germany , Austria , and other European countries. Positive instruc tions have been sent Minister Lowell , at Londonto get the statements about swine diseases in America , put out by British Consul Crump , at Philadel phia , and expose their erroneousness. Edgarton , sena tor from Minnesota to succeed Win dom , were read and the oath of office administered. Senator Pendleton said lie had in formation that no vote could be reached to-day on the pending resolu tion , and therefore moved to adjourn. At 12:30 : the senate was declared ad journed. The police of the city proper set their own detectives at work with out at first calling upon those at Scot land yard , but later discoveries , or al leged discoveries , so agitated fhopa- that they sent to the Metropolitan office , and extraordinary measures have been taken to prevent the carry ing oat of any plot The corridors of both houses of parliament , nnd all subterranean passsgas be longing to them , were carefully searched , aud extra guards placed over them. The Bsnk of England is every night guarded by a company of soldiers from the hone guard ; . Last night two companies were sent dotji , and the spectacle of the double force marching to the bank attracts much attention , and added to the excite ment. " The correspondent points out that at such a time of general excitement all kinds of rumors will rise , but it would be well to remember the assertion of sev eral writ ra of St. Petersburg that the police , and even the czar himself , just before his death , secretly received warning ! from Geneva and London. The Eighteenth royal Irish regiment began tht disturbance by a flourish of sticks , and utra scon joined by other Irish soldiers , who created a noise over the whole town. The mounted pcllce made an attack on the rioters , and several regiments were ordered to march and htlp them. The soldiers marched with drawn bay- onpts , and a fearful scene ensued io the shaps t f broken windows , broken heads and severs Injuries. AU of tha public houses were cleared , and tha rioters were taken prisoners , but a largo number of them were rescued by the mob. The tiot lasted three hours. Ho is now prisoner in Kilmalnham jail. The telegram reporting an outbreak in Oiifden dis trict , In Ireland , is totally unfounded. At the banquet of St. Patrick's so ciety in London last night , Mr. Fors- ter , In replying to toasts , said the prosperity of Ireland looked more hopeful , but he feared that common ground upon which Irishmen could meet , was restricted. A dispatch from Durban says the Boers declare that .they will accept nothing short of their independence , and object to have their police laws framed by Exeter hall. It Is expected that peace will result in Dutch su premacy over South Africa. The plague continues to be of violent lent nature at Bagdad and Nicosia. More arrests have been made in Ire land under the coercion act. Mr. Guilders' army schema has re ceived the general approval of mem bers of the house of commons. ELECTRIC BRIEFS. William Beach Lawrence , of Rhode Island , the eminent jurht , is lying in a very feeble condition at hia hotel in New York city , and is rapidly sinking. His death is daily expected. Mr. Beach is 81 years old. Kentucky regulators , on last Satur day night , took William D. Hill , a storekeeper at the Princess Furnace , near Catlettsburg , Ky. , cut of his bed , and gave him fifteen lashes , and or dered him to leave within five days , and went away. Frank Padgett , of Nashville , Tenn. , committed suicide at 4 o'clock yoattr- day morning at McCabe's saloon , near the Ghittanooga depot , by swallowing Four ounces cf laudanum. Ben Mays waa killed Wednesday night by. Tom Holmau , at Memphis , Tenn. Near Tulabaasee , Fla. , a few days ago , a negro cabin containing three little children , who had been locked up inside by their mother when she went off to her work , caught fire and was burned to the ground , the chil dren being consumed with the home. Miss Lizzie McOlendon , a charming young lady of 16 years , of Leesburg , Fla. , was standing by an open fire place at the residence of Mr. Jenkins , when her drees caught , and she was burned to death. Yesterday a cabin on the premises of R. H. Oulverhoase , In Crawford county , was burned , and two negro children burned with it Murdered His Mistress. A Stranger's Si cry. Spedal Dispatch to Tux BIX. COSHES , Ini. , March 17 4 p. m. A stranger applied at Ed. Dolchaa' boarding house for lodging last night. He went to bed and a physician was sent for. Several ribs were found broken and the man was in BO critical a condition that the doctors told him he must soon dlo. He made the fol lowing statement : "My name is John McCormark. On last Thursday even ing myself , with six companions , were drinking together in a saloon in tipper Sandnsky , Ohio. We had a large amount of money , which we divided equally between us , when a party of roughs entered the saloon' and a fight ensued. During the melee I killed a man and subseauently escaped , com ing as far as Goshen , being unable to go any farther. The rivers are booming full and great apprehension is felt. 17. S. Engineer Near states that eight feet more rise -will be .necessary _ to flood the bottom lands and twenty- two feet more to equal the great flood of 1844. He does not believe there will be any seriom trouble unless all the streams should briak up at once with a heavy rain.
