TH3S DEMANDS OF THE COLORED
MEN.
The colored men of Omaha have Is-
surda manifesto demanding represent
ation in the next legislature. They
plant themselves on the Declaration of
Independence which they interpret cs
a guarantee that all men are not only
born free and equal but also hive the
inalienable right io the hcnors and
omlumsnts ; of office. They declare
that "taxation without representation
will only he submitted to in A'protest
by those unworthy to be free or free
men. " The wording of this resolution
would leave one to infer that those
worthy to bo freemen pay their texts
and do not protest. The Jramera of
tlm resolution probably intended to
nay thai no one wordiy to be a free
man would submit to be taxed and re
main unrepresented without a protest.
They aho resolve "that where one
clasi of citizens arc Ignored in Ihe
community where they reside , for the
enFcting of laws to govern , all such
citizens ard still in a state of vssiall-
age. " Now this paper has always
been a consistent friend of the colored
race , and an advocate of their rights
to equality before the law , as well as
their rights to enjoy the privileges of
American citizenship in ctfmmon with
all other citizens. The right to vote ,
ot course , carries with it the right to
hold office , but wo aho maintain that
only those shall hold office
who are capable of fulfilling all
'
it3 requirements. The colored
men of Omaha complain in their reso
lution , that they are ignored in this
community because no colored man
has boon chosen to the legislature.
Now aa a matter of fact men are cent
to the legislature to make law's , not
for a class , race or nationality , but for
the whole state. The colored men of
Nebraska have no reason to complain
that their race has been wronged by
any legislation , or that their interests
as tax payers are not as safe in the
bands of white men aa they arc in the
h nds of men of their own rsco.
There are no black laws on
the statute books of Nebraska , nor
has there ever been any legislation
denying colored raen the right to fill
on juries or to fill any office to which
ho may be appointed or elected. The
claim that the colored men Invo been
ignored in Omaha is preposterous.
Colored men have held portions in
the postoflice , on the police force , on
juries , fec. They would havq held
higher positions had they trustworthy
men capable of filling thtm.
The population of Douglas county
is over 38,000 and the assessed valu
ation of property over 87,000-
00 ( > . Of this population the
colored people furnish about 1000
and we venture to say that the
as328Eecl valuation upon which they
pay tuxes does ot reach § 10,000.
Douglas county is entitle to ten
members of the legislature , and i !
that representation was divided prc
rate according to population , there
would bo one member for every 3SO (
inhabitants , and at that ratio tin
Cobred people would be entitled to j-
of one or leas thau cut-third of om
member. If representation ia thi
leginlaturowere b < eed on taxation
there would bo one member for eacl
5700,000 of taxed proper.ty
an ! the colored people noald bi
entitled to just
one-seventieth part o
a mumber. It is therefore self-cvi
dent that ihn calur j mm ofOiunh :
have no grounds to comphin , as yet
The clamor for membership In the Hex
appsars io us inspired bj
interested parties who have seine axi
to grind and desire to fill a place ii
the legislature to furtheir personal in
tercst * . If there were any men amorij
them Vflio had especial fitness forinak
ing laws a man of such high stand
ing hi the community that the publii
would ba willing to trust hin
with thair matt-rial interest w ,
should cheerfully join the col
colored men in demanding his noun
nation , not as a colored man but as ai
American citizen. Again , if there wen
any special legislalionnecded to ensun
lo the colored men the rights guar
ranteed then ! by the constitutions
amendments , we"should commend th
move they are making. If , however
as it seems probable to us , the colorei
people of Omaha are to be asked t
pull somebody's chestnuts out of th
fire wo don't consider this move ii
'their interest iu the
or interest of ROOI
government.
In conclusion lot us say that tb
colored people of Omaha should plan
themselves on a higher plane than th
moro doaird to hold office. The ;
should by their cducatiou and mora
standing acquire the respect , confi
deuce aud esteem of their felloiv cili
zns. These will not be denied then
in this free country on account o
their color and
previous condition , am
only when they have acquired thes
prerequisites their people will not bi
compelled to ask office for they will bi
sought for.
