He just published the announcement that ho will not be | n candidate for election to congress [ i from the St. Livwranco dittrict , New I 17 York , this fall , as has been intimated ' ja some quart era he would. IK spite of Senator Paddock's pre to diction that Gen. Their caucuses wera made up of noncombatants - combatants and juveniles who have not mattered the A , B , C of politic * , and a batih of played-out political hacks who do all their fighting nith their jaws. If Elaine's cause in this county had depended solely on their effi-ris , the Grant crowl would have walked away with the solid Douglas connty delegst'on without striking a blow. IN the eerau states that held con ventions this week the ex president received only about nineteen votes that be can count on with any degree of certainty. Bhine carried Dela ware , New Hampshire and Maryland solid , while Mississippi gives Sher man and Elaine three-fourths of her vote , with only three fcr G nt. The Tennessee delegation goes to Chicago uninstructcd , with about twelve votes for Grant and the other delegates di vided between Sherman and Blaine. Wisconsin is divided between Sher man , Blaine and Wathburne , with a porsibility of cna vote for Grant. New Jersey is nearly eolid for Blame , aud if the er-president gets any votes there he will have to steal them from Blaine. The seven states that eleted delegates to Chicago this week will cast one hundred votes in tbe national convention , and James G. Blaico Las secured over fifty of these voles. Ir there have been any doubti ai to the pdicy that the liberal government would pursue the frank outspoken utterance of Sir Charles Dilko the new British under secretary for foreign affairs has set all to rest. England is to traintan her dignity abroad and will protest weaker powers at all hazards. Weakand dishonest Turkey will ba made to undereand that the reforms so long promised are to be in- eisled upn. No longer will more promise beput up with , but action will ! : required. Upon coming into office the liberals are confronted with a very perplexing legacy a r-ilic of that fotogu intervention policy of Beaccnsfield. The policy of the liberals , as set forth by Sir Charles Dilke , will be the only coursa to pur sue , maintainance of British honor and dignity in European connci's without that meddlesome spirit that made tha conservative ministry so nurked a failure. TENNESSEE republicans in conven tion havd called tie attention of the countty to the fact that they have a fit cand'dato for the place on tbe nation al ticket in the penon of the Hen Horace Maynard. If the vice presi doucy is to ba given to a southern man there ore none more woithy and I capable than Mr. Maynard who served with nif rked ability for several terms in the house , distinguishing himself in committee rooms and on the floor , and i. wai speak * r ff one congres * , being considered a rival of Echuyler Oulfax asapsrliamentarian. Heiian out-and- out republican , who has served the party well on tne atump , and in giving - . ing counsel , and in all ways assitting j to nuke > t the great factor in govern ment that it is. Ho is at present minister-resident at Constantinople , and if he is willing to again enter active < public life , his cindidacy to the f vice-presidency thus made prominent by the republicans of his state should be considered. ACCORDING to the London Spectator Premier Gladstone's policy as respects Turkey will be to acknowledge the inevitable ; that is , that the Turkish irei empire in Europe his ceased to be apart eiPi part cf the European system ; that PiC Constantinople and its environs are ell that should ba left cf European Tur key ; and that the task now presented to European statesmen is to create a grand confederation of thetSlavand Zech people , with which Greece is to ba invited to her Jot. The federation would include eight states , and would A place in the field nearly fifty thout- in and fighting men. The main diffigj j oulty with such a federation th will ba that Russia would set her face if against it from the start ; so would Austria , because it includes Bosnia , and ultimately bands over Con stantinople to a confederacy naturally hostile to her. Its results would be again unite Germany and Russia , and per hap Austria , Germany , and Russia , as such a federation would menace the material as well as politi cal interests cf these three great em-1 pires. The late Emperor Nicholas repeatedly protested to England that would never permit the creation of greit Slavic or Greek State upon the southern borders of his empire. ! THE early completion of the South Pacific ia very naturally looked aa one of the events cf the century. ka How far this rival trans-continental road : will compete with the Union Pccific isssyet onlya matter of con jecture. One thing is certain , however - ever , and that is that the southern ja route will materially cattail the hi travel over the more northern rou'e. f ° nc precisa distance from San Fran cisco to El Paso by way of Lathrop is 1289 ) m'les. From El Paso to San foi Antonio the estimated distance is 650 he miles , acd from San Antonio to Gal- of on the distance is 264 milei. The pu W entire distance from San Francisco to I : ing Qalvcston is thus 2103 miles. If tbe company should decide to make New Orleans its eastern terminus , the dis > tvnce would be 2109 miles , or 3(6 ( | miles graater than to Galvetton. El oat would ba a point common to , and from El Pate to Orange , bu laTexns , the distance is eight hundred sixty miles ; from Orange to prI New Oileans , 250 miles. A Santa Clara county man has planted a prune orchard of 160 acres. Th's is tbe largest prune orchard on record. The variety is the Petite Prune d'Agin , and they are to be dried and shipped. Southern California hai escaped the furious onslaught of the e'ements. Some grain has bean lodged by the late rains , but it is insignificant com pared with the lotses which have been sustained by agriculturists in the northern part of the state. There is no reason to believe that the oft-re peated prediction of large and bouuti- lul crop * will fail of real-zition. It is fairly illustrative of tha alter relation cf tbe supporters < f Sir. Tilden toward that gtntlemao , that whereas a short time ago they wete of insiitiog in tbe most confident and positive manner upon the certainty of com'nation and election , the most earnest cf them are now talking about contingency of his withdrawal and of need of letting him down ea y by and choics of a candidate whom ha f-t- show vors. In the democratic conventions New York , Connecticut and Penn K sylvania , in which Mr. Tilden's friends UJ.1",1'11 , ' ' P f ' . .3 have plutoed.th'arnselvfd Upon having been in the main successful in eddying off the wlHe or jof part of. the delegations it been the subject df general i& that the issiia rS iihda np tta4 not (0 much between Tildin and anti-Tildfln as between different dagre'ea of ' 'op position to Tildon , acd that the strong est Ti'dan feeling manifested rt Y- where was merely a willingceu to give him the nomimtion if he wants tempered with an uncommon Anil to have him say he dQfi noi want it , It has baen difficalt-to find ia any of these conventioni any delegate , either prominent or obscure , who was un reservedly for Tilden. In almost all cases where they were interrogated upon the subject they either openly opposed iim , or avoided answeriri ? , or qualified a hesitating suppot with an "it" " of graat emphiss and signi ficance "if he- wanted the nominv tion. " In the light of the action o ! these conventions Tildenism may now be de fined aa in its moat pronounced fcrm a determined re-istanca to anything 1'ke ' kicking the old gentleman out ignominiously - nominiously , but a willingness that be should be let down easy. There is no form of it that goes to the extent of insisting upon or expecting his nomi nation. It ought to ba conclusive as to this state of things tbat Mr. Henry Watterson , of The Louisville Courier Journal , who has been all along tha most stalwart and uncompromising of Ti'den's supporters , insisting always that no other candidate bad or de served the ( lightest show , and never permitting himself to entertain the thought of a second choice , has recent' ly come to consider tbe possibility of Mr. Tilden's sibility with drawal. He now permits himself to speak in the columns of his paper of delegates who have been choien and will appear at Cincinnati , "not to make war upon Mr. Tilden as was arranged by tbe cabal at Washington but if Mr. Tilden derirei the nom ination , to support him , and if he d es nor , to act with hu friends in naming a candidate on whom his mantle may nst without crushing him. " This is what Mr. Wattenon says of the Pennsylvania delegates favored by Randal ) , and said to be Tilden men. It hardly needs be said , to those who are at all familiar with the headlong style in which he has heretofore suppoited Tilden , that tbh is a great letting down from the uncompromising position he has main tained The reading bstveen the lines dii cl'-se < the situation.
