Cessna took the platform , and , afte'r many attempts to be heard , said that the chair had ruled wrong ; that under the rules the vote should be cost by the chairman , and that no change could be allowed. He claimed fuif ther that the Pennsylvania delega tion was under instructions to cast the vote of the State , as a unit , for Hartranft , and could do nothing else ; it was a matter to be .settled in the Pennsylvania- delegation , aud not by the convention. A delegate from Tennessee moved to reconsider the vote by which the appeal from the chair was lost. The greatest confusion continues. Mr. Hale of Maine , is attempting to be heard. Mr. Stewart of Penn sylvania earnestly maintained his right to vote according to his own convictions and those of the people ofliiatrict. Mr. Fathey continued in the same strain. The speaker explained that all proceedings were out of order , and nothing in order but to proceed with roll call , which he ordered with the proviso Jtbat an appeal might be made at the conclusion of the vote. The Vice Presidency Creating Considerable Interest. , CINCINNATI , June 16. The action of the convention yes- day was the universal ' topic pf.-con- versation lasfc'night. Thel'gerferal impression is that Blame has car ried every point so far , and that his nomination is almost a certainty oh the 2d or 4hlfd ballot. The vote on the Alabama contes ted seats is regarded as a test , and the unseating of the Spencer delega tion by snch an overwhelming ma jority , is claimed-by Elaine's friends to indicate his nomination beyond doubt. They say more votes 'could have oeen obtained if it had been necessary , but that they did not de sire to bring all their force to bear on the skirmish line. The Spencer delegation is much criticised as it well Known that quite a number of the delegates are en thusiastic. TBIaine men claim it is a blind ; that when the time comes Blaiue will receive a majority of that delegation , while both the Conkliugand Bristow factions claim that it was an indication that the Blalno ranks were beginning to , break. The friends of all the can- ditatea continue to express high hopes of Uie success of their respec tive favorites , aud all are working hard to win the victory. The city was comparatively quiet last night , /atigne and heat having to some ex tent eulxlued the enthusiasm. About the va'rioUH headquarters , however , tifefe are crowds of delegates en gaged in canvasHiny ; the chances of candidates and comparing votes on the situation. Conkliug's friends claim to be conlklent of ultimate success , but are very reticent aa to the manner of achieving the vic tory. Morton's adherents express equal confidence , while the Hayes aud Biistow men hopt . in spite of appearances , that a break will occur tnat will open the way for their re spective favorhe'a nomination. Confident of their strength , the Blaine men seem anxious to hurry up the business of the convention , while the friends of all the other candidates seem to be maneuvering for a delay. They seem to think time will weaken Blaine. lia l night there were rumors of various combinations , but none of them are reliable. One of these is that Hayes and Blaine haveeffected an arrangement by which Ohio is to give her vote to Blaine on the second.ballot , provided it will nom inate him. Hayes is 10 have the second place on the ticket. In case Blaine is not nominated on the third ballot hid strength is to go to Hayes for the flrst place. Anoth er is that Brfetow and Blaiue have arranged to combine forces and effect the nomination of Blaine for president , and Bnstow for vice- president.
