[ From the Boston Globe. ] The Patrons of Husbandry in ; tendance upon tbe National Gran at Charleston , S. C.are undoubted having a good time ; but so fur we can see tbey have as yet do little business. The 150 delegal there assembled have now been session four days. The first day > v devoted to getting ready , the secoi day to the annual election of office According to tde brief telegrapl reports received since .Friday , t remainder of the time has been ( i voted to receptions , excursions ai general enjjyment. Before tl opening of the session it was antii pated that the necessary busint could be transacted and the intern troubles of the Order settled with a week's time , but we are now to that at least ten days more will required to get things just whe they should be. The summing \ of the labors of the body will ther fore have to be deferred until tl hospitalities of the Charlestoniai are exhausted , and the mcmbe have a chance to attend to the d tails they were elected to penorr It is now hardly more than a years since the first Grange was e tablished in the United States. I growth since then has been almo unprecedented. In January , 186 there were ten Granges ; one i .Pennsylvania , one in Ohio , one 3 Illinois , one in New York , and Bi in Minnesota. In 1870 , that nun ber had increased to thlrty eigl and the following year to 125. TL grand popularity of the movemei did not begin until 1873 , when tl first session of the National Gran was held at "Washington , at whic nineteen State Granges were repn sented. At the next meeting of tl National Grange , at St. Louis , i 1874 , there were 10,000 Granges r < ported , with 90,000 members. TL present body represents 22,000 sul ordinate Granges , with an estimate membership of 1,500,000 , includin women. The financial status of tb Order is somewhat of a mystery , t none but the officers of the Nations Grange are allowed accpss to th books. It is claimed , however , thi the assets of the Order , in cash an Government bonds , considerabl exceed $200,000. % N Dwellers in New England cai hardly understand the intensity ( the Grange fever which has swej like a whirlwind through the We * and Northwest during the twoyeai past , nor ( Iocs the general publi have any idea of the extent to whic ! its members have committed them 3elvea-and their capital to the cai rying out of Grange enterprises. I : the West and South there are at th present time in operation , unde Gfrange management , banks , lam companies , homestead companies immigration societies , cotton lactc ries , a railroad , a grain fleet , fire am iife insurance companies , agricul tural machine and implement man factories , grain warehouses , frui canning establishments , grist am saw-mills , packing houses , steam joat fines , brick-yards and a scon ) f other industries. An Act ? o amend sections 19 , 23 , 31 , 32 , 4 and 48 , and to repeal section 34 01 an act entitled "An act to establish - lish a system of public instruc tion , " approved February 15,1869 , te it enacted by the Legislature oj the State of Nebraska : SECTION 1. That section 19 , of ar ot entitled "An act to establish s ystem of public instruction in the Itateof Nebraska"approved Feb. iiary 15 , 1869 , be amended BO as to ead as follows : "SEC. 19. The annual meeting ol ach school district shall be held on tie first Monday of April of each ear at some place within the dis. riot , and the school year shall com- jeuce on that day. " SEC. 2. That section 23 of said ct be so amended as to read as fol- > ws : "Sec. 23. Jwery mala olU- Bn and unmarried womHn of the ge of 21 years , residing in the dis- rict and owning property therein rtiioh is taxable for school purposes l such district shall bo .entitled to ote in any district meetiug , " Sec. 3. That section. 31 , of said ct be so amended to read as fol- > ws : "Sec. 31. Any school district may , tany annual or special meeting , npose a tax on the taxable prop- rty of the district Inany amount ot exceeding twenty-five mills on le dollar on the assesed valuation T the property of the district and ich tax , when voted , shall be re- orted by the district board to the junty clerk , aud levied and ool- ted in the same manner as other is vpted by the district. " SEC. 4. That section 32 of said 3t be eo amended as to read as fol- iws : "Section 32. The tax levied ad collected S3 provided by the receding section , shall he expend' i under the direction of the dia- ict , or in the absence of such di- KJtion by the district , then such ix shall be expended as the district mrd of the proper district may di- sct" SEC. B. "Section 34 of chapter 08 hereby repealed. " SEO. Q. Sec. 45 of cliap. 08 , shall i amended so as to read as follows : 3eotlon 45. The director , with the msent and advice of the modera- r and treasurer , or one of them , under their directions , if he toll not concur , shall contract with and hire qualified teachers for , c in the name of the district , wh contract shall be in writing , n shall have the consent of the rm erator and treasurer , or one of the indorsed thereon , and shall spec the wages per week or month , agreed by the parties , and aduj cate thereof shall be filed in his fice. Provided , That if the dir tor shall retuse to make and ai such contract , when directed so do by the moderator and treasur then it may be made and signed the moderator and treasurer ; P. vided , also , That said director , me erator , or treasurer , or any two them , shall not employ as su teacher any person who is arelati of any one of said officers. " SEC. 7. That Sec. 53 of-said act so amended as to read as * follow ' "Sec. 58.
