All this , if not strange , is certainly curi ous is an evolution. Perhaps a not very unimportant subject lor examination is the pres ent position of Imperialism. It would be folly to assert it is not making way , and markedly so in the agricultural districts , where , ac cording to Napoleon III , the com mon i-eiHe of the country vas lodged. The plebiscite at Calvadas election is bomething more than a triumph for Imperial ism ; it is the yearning for a definite government , the return to what the provincials begin to conclude cannot bo replaced. It is thus that the cau'-c of the ItepublJo has suffered in the common disbelief in the effi cacy of parliamentary government , and the Empire comes up again. All that are weary with the indefi nite , with the Assembly's sterility , with the sounding brass and tinkling cymbals of politics audaciously as sumed to be liberal , will rally to Uonapartism. AS nearly all the elections to fill up the vacancies in the Assembly , will take place en blac towards the close of October instead of waiting for the legal six mouths delay , a very re. spcctablo expression of opinion rela tive to the Republic and the Empire can be thus obtained. No one thinks for a moment of royalty se- curiijg any place. As the opinion of thi people has boon hitherto dis regarded by the Assembly , the re turn , very probable in the changed mood of the nation , of more Bona- partist deputies , might force the Or- leanists to pluck up courage in the interests of self-preservation. They know what to expect from an Im perialist restoration. Henceforth tlje stii.ly of French politics will be oxtreniely interesting , According to the code , the jour nals cannot publish any letters from an escaped prisoner , and so must be very wary as to what they insert about Ba/aine. Although the oili- oial inquiry into the escape has not been formally prpsontedi it is a stage becret that Hazaine was "conducted to liberty" by the very gaolers who ought to have held him most se cure ; very few of the officials on the Island , but proved to be venal , aud as they will be tried aud likely condemned , their punishment can be imprisonment for life and hard labor. Not only does this result ever appear during a period of dear provisions and scarcity of work , but many hold it to be close ly associated with a lowered state of the public health. Bread has di minished two sous the four pound loaf , but the cry is still for a greater reduction in pres ence of the price of wheat and the bountiful grain harvest nearly gen eral over the world. The baker throws the responsibility of the high price of bread on the miller , and the latter hut winks and smiles. In respect to the butchers , there is no intention to compel them to sell at official prices , but Hie authorities will publish the price of the slaugh tered meat at the abbatoirs , so that purchasers can take 110(0 ( of the dif ference between wholesale and retail prides. Further , every butcher will bu compelled to distinctly l.l l ol nil the various kin l = of meat he exposes for * itf whether it be that of ox , cow , bull , mutton , calf , or pig , and to make the selling price of the sev eral morsels in the plainest figures. The Assembly broke up without redressing one udiiitted suflering the position of the teachers of the primary schools. The new law to better their condition is prepared on the basis drafted by M. Jules Simon , and if the deputies on re-meeting ever settle down to work , the heal ing measure in question will be adopted mem. con. To carry out the new scheme a sum of seven and one-half millions of francs will be required , of which six are to be raised by a small departmental aud comJ J rnunal tax ; the State will yoto the rest To benefit by the new scale of payments as provided , three circum stances will be taken into considera tion : the teacher's age , his qualifi cations , and his place of residence. The male teachers will be divided jnto four elates , each class repre senting salaries ranging from 900 to 1200 francs , that is , a difference of 100 francs between each trade. The female teachers will be divided into three classes , with a commenc ing salary of 700 francs , and rising to 900 francs. A special class of teachers- "hamlet" schools will be entitled to a "uniform salary of 800 francs , and assistant teachers can enjoy from GOO to 700 francs per annum. A teacher as a general rule must remain five years in one class before entering- higher , but this is not obligatory in. the case of special merit ; besides a teacher pos sessing a full diploma , no matter to what class he may belong , will be entitled to a special annual remu neration of 100 francs. The mem bers of the Conseils Generaux of each department are to have a voice in the promotou of the teachers side by side with jhe inspectors , and ev ery year a list of eight of the most meiitorious teachers will be selected to enjoy the good service salary of 100 francs , these recommended for the second list of eight will enjoy one-half that sum. An indemnity ranging from 50 to 130 francs will bo accorded for residence. The inspectors specters as well as the teachers of these primary schools are eligible for pensions , like ordinary State em ployes ; and can claim such after 25 years of service ; the amount of the pension be rated after the mean of six years of the highest salary enjoyed throughout the consecutive period of twelve years. In no case will the pension be less than 500 francs for male , and 400 francs for female teachers , which can , how ever , be increased by 100 franca per annum , after thirty years of service and sixty years of age. The meas ure is common charity as well as common justice. The estimate or the expenses of the assembly arc fixed at nearly nine millions of francs. With this standard , and the fact that the late session sat a total of 449 nours , each hours discussion coat over 16,000 francs , or at the rale of 271 francs per minute , so that when a deputy 'pauses for a reply , " or indulges in the historic glass of sugar and water , he costs the government nearly 500 francs.
