Lastovciiing about 8 o'clock tlio weather changed suddenly, nnd snow began falling gently, and continued till an early hour thl? morning, when tho storm increased, and the wind sprang up, blowing n perfect gale, drifting tho snow in clouds hither nnd thither. Drifts soon piled up, nnd the snow cntno thicker and faster, as tholuryof the wind became greater. Never beforo did wo start out for local Hems under moso discouraging circumstances. But n few men could bo seen upon tho streets, nud those only when wo happened to run up against them, nnd hnvo our eyes opened by tho shock of tho collision. In lialf the places wo visited, wo found the proprietors sitting on tho counters playing scven-up with their employes for tho drinks nnd cigars. Giving up all hopes of picking up any startliugnows, wo concluded to write up tho weather, nnd according ly interviewed Barton of tho Signal Servico office. Tho wind nnd snow hero blow from nil directions not knowing which way to turn, until finally n little additional blow-out was sent down frm Fort Benton on our northwest, which collected tho four winds and turned thorn to tho southwest. Tho thermometer nt tho Signal Service ollico indicated 30 abovo at C o'clock, and only 11 abovo at 11 A. M. The Eastern trains all camo in on time this morning, but tho Union Pacific train from tho West was two hours and a half late. Tho O. & S. W. train from Lincoln nt 2:30 this afternoon is stuck in a Rnow-drift nt Newton. Taken altogether it is tho liveliest blow-out of tho season, and tlm has been tho most wintry day that wo havo had. They created a great deal of interest, nnd their pcrformnnco was ono of tho best entertainments of tho evening. Among tho many characters represented wcro Queen Elizabeth, Mario Antoinette, Maid of Orleans, Daughtor of tho Regiment, Queen of Night, fisher girls, ladies of the olden time, washer-women, Star of the Night, negrcsscs, &c. Tho most prominent gentlemen characters wcro Emperor Wilholm, Louis Phillipc, Africanus, Rod Cloud, Von Mbltkc, n down-cast Yankee, counts, knights, Italians, Spaniards, minstrels, his Satanic Majesty, and "Big Heart," an Indian, and an inti mate friend to tlio membors of tho press, who took occasion to interview him. Gas At the City Council meeting last evening tho following members wcro present: Bartlctt, Bristol, Doyle, Gibaon, Jones, Martin, McKclllgon, Swobe and Thurston, who in absence of President Reed, filled tho Presi dential Chair with becoming dignity. Reading of minutes &c, after which the resignation of Frank Thorn, Policcmau, was accepted. John Y. Clopper asked payment for laying n cross-walk, Communica tion laid on table. Marshal Kimball repotted the timo served by each Policeman dur ing tho mouth. City Auditor reported city ex penseiinnd receipts during January, 1873. A communication was received from persons doing business in tho vicinity of tho Northwest corner of Farnham and Thirteenth streets, stating that tho assemblage of ex pressmen nt that point hud becomo an intolerable nuisance, and they wanted it abated. Referred to City Marshal with instructions to make them "move on" Tho gas in tlio Council room boing vory dim, .tho following resolution suggested itself to Alderman Swoho : lietohed, That tho City Auditor bo and is hereby directed to ascertain whether tho gas at tho present timo is of tho quality required by tho con tract between tho city .nnd tho gas company now on file in the clerk's office, nud roport tho result of such inquiry at tho next meeting. Alderman Gibson statcil that tho city had machines for testing tho quality of gas, but thatj tho Auditor didn't know how to uso them. City Auditor hero explained that tho instruments wcro old style, and water tests. Thoy had been frozen up during winter, and couldn't bo thawed out for somo time. Ho had tested tho gas onco or twice, nnd it was then up to about tho standard. And further, ho know how to uso tho testing maehiucH in a general way. Tho pipes in tho Oporn Houso wcro frozen up, nnd that was what was tho matter Inst evening. Alderman Gibson arose, aud said that it was his opinion that wo nro paying for a better quality of gas than v.o aro receiving. JJe had nearly set his etoro on firo tho night beforo by coal tar run ning out ot tho gas pipo when lie lit tho jet, and ho saw by the Bi:i: that tho same thing had happened at tho storo of Kurtz, Mohr & Co. It was evident that tho gas Is not what wo should have. Two stores had taken firo in ono evening, and It wasgetting to be dangerous. The resolution of Mr. Swobe was adopted. , G. W. Human, sr.'s, petition for permission to put up a wooden awn ing on a certain buildinir, was tabled for six weeks, which mil bring the matter beforo tho next Council, of which Mr. Homau intends to bo a member. So said ono of tho Couu cilmen. Alderman McKclllgon introduced the following resolution : Resolved, That in tho opinion of the Council tho lottery now adver tised by J. M. Patteo in this city is n fraud, and the same is not endorsed by nny member of this Council. It was moved to lay it upon the table. Motion was losf, Bartlctt nnd Doylo voting in tho affirmative, and tho rest in tlio negative. Alderman Bartlett said that tho Council did tho same thing n week or two ago. Thero was no uso of reiter ation. Ho moved to amend by in serting in resolution tlio words, "is not nud will notboordered." Amend ment was carried, nnd tho resolution voted on by calling of tho ayes and nays. It was cariied, only two vot ing against it. Gibson did not see how, when two members voted against it, the Coun cil could'p'as3 tho lCsolution, when it stated "in tho opinion of tho Council, &c," ns thoso two ncgntivo votes mado it an opinion of only part of tho Council. Doylo aaid he had no personal quar rel with Pattee, nnd for thnt reason he did not endorso tho action of tho Council. A resolution that a copy of tho above resolution bo furnished J. M.
