Jiclow we print in full the constitution of the inter-State Foot Hall Association recently organized at Kansas City. ARTICI.K 1. The name of this association sha'.l be the Western Inter state University Foot Hall Association. ARI'ICI.K 11. .Section 1. Tliis association shall consist of the follow ing universities: Kansas State University, located at Law rence; Nebraska State University, located at Lincoln; Iowa State University, located at Iowa City, and Missouri State Univeisity, located at Columbia, Six. 2. No university shall be admitted to this associa tion except by unanimous vote of all the universities in this association. Sl'.C. 3. Tlie annual assessment shall be ten dollais ($10), for the purpose of put chasing a trophy to be presented to the winner of the championship scries. Sue. 4. There shall also be ai annual assessment to cover the cxpunses of the referees and umpires. Sue. 5. Any university failing to pay its annual assess ment on or before the December meeting of each year shall forfeit its membership in this association. k ARTICI.K III. Suction, i. The officers of this assuciatiott'shall he pres ident, vice-piesidenl, secretary, and treasurer. The offices shall be in rotation (i. e. the university having the presi dency in '92 lakes the treasurcrship in '93), giving each uni versity the presidency once in four years. Sue. 2. These' officers shall constitute an executive com mittee and an advisory committee and shall have power to appoint all sub-committees, the corps of referees and umpires and conduct any and all business which may come belorc the association. Sue. 3. There .shall be two regular meetings of tiis asso ciation each year, the first to be held the first Saturday in October, at which time the schedule shall bearranged, the corps of referees and umpiies appointed. The second meet ing during the holiday week, at which time they shall receive and act upon 1 eporl of arbitrating committee and reports of all standing committees, award championship and complete all businest of that year. Six. 4. There shall be a committee of one appointed by the executive committee who shall neither be a member or an alumnus of any university in the association. This officer shall be called n traveling secretary and shall act as an arbi trating committee to adjust and settle all disputes which may arise. Six. 5. The decisions of this committee of one. shall be subject to the approval or 1 ejection or change, in whole or in part, by the executive committee. Six. 0. This traveling secretary shall make all arrange' ments in regard to transportation and hotel accomodations except when playing on home grounds, then the home .team shall make hotel arrangements. Skc. 7. Each university shall be entitled to one vote and one delegate in the association. The expenses of the execu tive committee shall be paid by the association. Skc. 8. Three membeis of the executive committee shall constitute a quorum. Any university may be repre sented by a written proxy. ARTICI.K IV. 1 Suction i. The series shall consist of one game with each of the univcrsitcs of the association, to be played as per schedule. Skc. 2. The championship shall be decided by the greatest number of games won, and in case of a tic it shall be decided by a game on neutral ground on a date to he agreed upon by the managers of the two teams ticing. In case ol a tic game the team losing the fewest number of games shall be declared the winner. ARTICI.K v. Skction 1. In all championship games played on neu tral ground the net receipts shall be equally divided. In case receipts fa I to meet expensss, the loss shall be equally divided between the competing colleges. In all champion ship games played on home grounds the home team pays' all expenses of visitim; tci.m and takes all receipts, Si'.c. 2. Lawrence, Lincoln, Iowa City, and Columbia shall be considered home grounds of the respective teams. ARTICLE VI. Any team failing to meet its engagement shall, unless failure be caused by unavoidable accident in ttavcling or by postponement with the consent in writing of the other team, forfeit that game and membership in the association, ARTICI.K VII. Each .team shall be allowed expenses en route and hotel accommodations in the city for thirty-six 36) hours, if neces sary, lor seventeen men. ARTICI.K VIII. No referee or umpire shall be a student or alumnus of cither of the contesting colleges. ARTICLE IX. No man shall play in this Associaion for more than live years. ARTICI.K X.
