The New Campaign: 'Did not, did to'ads APS from pagel efforts. Nelson said state employees should not handle campaign calls, and he called on Stenberg to withdraw the ad. Stenberg also objected to the use of the state office number, but said he could not pull the ad because the Nebraska GOP paid for it Later, a Democratic Party ad criticized Stenberg for suing to overturn the federal Safe Drinking Water Act Sen. Chuck Hagel, Rep. Doug Bereuter and Gov. Mike Johanns, all Republicans, cried foul, saying Stenberg was fighting for sensible environmental regulations and was supported by, among others, then-Gov. Nelson. The Democratic Party and the Nelson campaign stood by the ad, saying it referred to a later Stenberg lawsuit. In the second lawsuit, Stenberg sought to over turn the entire act, which has saved lives by improving the qual ity of drinking water, the Democrats said. More controversies surfaced this week. Omaha TV station WOWT pulled a Democratic Party ad that attacked Stenberg's prescription drug plan. The TV station said the ad cited a nonexistent document attributed to the Congressional Joint Economic Committee. "This is a knowing and willful fabrication, intended to mislead the people of Nebraska," Stenbeig said. “This win-at-any-cost men tality is destructive and not the Nebraska way.” Boyle defended the ad, saying it simply failed to make clear that the source was not the Congressional Joint Economic Committee itself, but a minority memo from the committee. But WOWT would not air a corrected ad, she said. “It deeply concerns me that a corporate decision is interfering in die election process,” she said, attributing WOWT's decision to political pressure. The Nebraska Democratic Party also defended an ad in which Mark Richtman, executive vice president of the National Committee to Preserve Social Security and Medicare, criticized Stenberg’s plan to allow younger ■ 11 11 —■ ■— " 1111 " 11 workers to invest a portion of their Social Security payroll taxes in pri vate investments. In the ad, Richtman said Stenberg’s plan would remove $1 trillion from Social Security and place it in “risky" investments. A Stenberg ad rebutted the Richtman ad, calling it “scare tac tics.” Few voters want to wade through arcane issues, years-old lawsuits, claims and counter claims to form opinions, Theiss Morse, the political science pro fessor, said. Nevertheless, the ads work because they raise doubts in vot ers’ minds about the opposing candidate and force him or her to respond, she said. As long as voters allow nega tive ads to influence them, the strategy will continue, Theiss Morsesaid.
