Although the Colorado and Lincoln laws restrict different kinds of protests, both chal lenges to those laws used simi lar arguments. The plaintiffs argued that police would have to analyze the content of a protester's mes sage to determine if the protest was focused, making it content based. The Supreme Court rejected that argument in the Colorado I case, so the appeals court reject ed it in this case. “Because Lincoln’s justifica tion for the ordinance is the pro tection of residential privacy and tranquillity and has nothing to do with the content of the regulated speech, the ordinance is content-neutral,” 8th Circuit Judge John R. Gibson wrote in the decision. Since the ordinance was enacted, the city has issued only four citations to two people who protested in Crabb’s driveway. Because the program’s fate is so shaky, she’s applying for grant money. “There’s nothing we can bank on,” Balasubramanian said. Balasubramanian said the college is in a tough position: Build the Chinese program, knowing its value, or get rid of it because it could cost too much to keep the already weak pro gram going. Growing pains If it is accepted into the WTO, China won’t become an econom ic monster overnight; when it does grow into a major economic power, the country won't be rich. The distribution of wealth in China isn’t even, said Roger Riefler, UNL economics profes sor who has studied regional development in China. Much of the wealth lies with the 32 percent of Chinese who live in cities; the rest, with the 68 percent in China's poor rural areas. But because of China’s large numbers -1.3 billion people - it is a market virtually untapped. Though joining the WTO would lower some barriers on exporting to China, it would not equal free trade, Riefler said. He said the importance of China's joining the WTO is link ing the country to the economies of the world. Nebraska already has been aggressive in establishing agri cultural trade relationships with China. Carlson, the ag director, said the state probably ranks near the top in the United States in mak ing connections with China. Gov. Mike Johanns went to China on trade missions twice in 1999. Carlson has been to China four times in the past few years, establishing relationships with Chinese leaders to prepare for increasing Nebraska’s exports in light of tariff and quota reduc tions. Nebraska exports mainly soybeans, soybean oil, wheat and corn to China. Before Clinton signed the bill further opening Chinese markets, the state exported meat, but it had to go through Hong Kong. If China enters the WTO, pork and beef can go directly into China, and com, soybean oil and wheat quotas each will increase Other quotas and tariffs will be loosened, as well. * The future of Nebraska is in China, Wedeman said. He said UNL can contribute to the state’s investment by strengthening its future work force. Carlson agreed, saying ignor ing the growing global market was a mistake. "International trade is going to be such a big part of what we’re doing,” he said, adding it didn’t matter what field students were in. He said it didn’t look good when the Chinese knew English, but Americans were ignorant of Chinese. After all, Riefler said, at least some dialect of Chinese is spo ken by 1.3 billion people, and a significant number speak Chinese in Singapore, Malaysia, Taiwan, Thailand and other countries. Offering a full package Many of the 20 students studying Chinese are interna tional business majors, Su said. Other courses are offered to round out students’ knowledge of the Chinese culture, including history of modem and pre-mod em China, and Chinese politics. But those classes won’t be as worthwhile without the Chinese language, Wedeman said. Fiala, the Concordia profes sor, agreed. “To drop this exposure to lan guage would be absolutely fool hardy,” he said. And for Jewell, who has con sidered transferring to another university to save what he knows of Chinese, rescuing the Chinese-language program could help ensure his success in an overseas business career. Chinese is taught at Lincoln High School, where Jewell gradu ated. Bos' disappearance has con cerned her family and boyfriend Michael Johnson. Several of Bos’ siblings have traveled to Lincoln from out of state to aid in the search, Johnson said. The last time Bos was seen was 1 a.m. last Iliesday near her car at 11th and K streets outside Duggan’s Pub. Johnson said Bos had played her guitar at the bar's open mike night. When she disappeared, Bos left behind three children: an 11-year-old girl and 13- and 15 year-old boys. “She's not the kind of person to leave her children unattend ed at all,” Johnson said. The chil dren have been in Bos’ family’s care since her disappearance. Engel said police have seen no indications of foul play, but they are concerned about Bos and would like to know she is OK. BYJILLZEMAN Just weeks after its delayed opening, Studio 14 dance club may be in danger of losing its liquor license. Former Husker football player Lance Brown was told at a hearing of the Liquor Control Commission on Friday that he faces either a 10-day business suspension or a $500 fine. Brown, Studio 14 CEO, failed to complete an eight-hour class that the Liquor Control Commission mandated at a September meeting. Studio 14, 1415 O St., received a liquor license with the understanding that Brown would complete the class, said Commission Director Frosty Chapman. The order for the punishment will be sent out in a few weeks, Chapman said. Time ran out before Brown could take the class. Now he is going to have to pay the fine or close down the club for 10 days, the commission said. Brown must now complete the course by Nov. 10, or the club will lose it's liquor license. In other business, the liquor control commission decided Coaches Sports Bar and Grill, 640 Prospector Court, will have to close down for 30 days or pay a $1,500 fine. The owner was cited for improper contact between a dancer and a patron in Cheetah’s, which is at the same location. There was contact between a dancer’s breasts and a patron’s face on three separate occa sions, said Capt. George Lahners of the Lancaster Sheriff’s Office. The bar and grill will have to close down for 30 days or pay a $1,500 fine, Chapman said.
