County to restrict
strip bars by zoning

The Lancaster County board
followed the city’s lead Tuesday
and voted unanimously to draft a
law that would restrict sexually
oriented businesses to industrial
areas with new zoning rules.
After the public hearing, the
county voted to draft a resolution
changing its zoning on the same
day the city's similar laws limiting
the location of strip bars took
effect. The county board will vote
on a formal resolution next week.
"We did not want these busi
nesses pushed out into the unreg
ulated county,” County
Commissioner Linda Steinman
said. Lincoln’s zoning authority
extends to a three-mile radius
around the city limits.
Under the new zoning rules,
any new sexually oriented busi
ness in the county can open only
within an industrially zoned area.
The city's rule also allows these
businesses to locate within high
way-zoned corridors.
Businesses that opened
before the ordinance was passed
are allowed to continue operating.
The zoning rules also restrict
the distance between two sexually
oriented businesses, and between
any of these businesses and
schools, churches or residential
areas.
The county board would also
require a public hearing before
any new sexually oriented busi
ness could open because it would
be designated a special use.
Throughout die year, both the
city and county governments
have tried to restrict adult busi
nesses due in part to the opening
of two new topless clubs, one in
the city and one in the county.
For the most part, the city has
taken the lead in restricting adult
businesses with a ban on sexual
contact early this year and a pub
lic nudity ban that passed Sept 26,
along with the zoning changes.

tling the county over the propriety
of its liquor license since opening
this summer.
The City Council has been try
ing to extend liquor license provi
sions banning sexual contact to
juice bars. Mataya’s Babydolls

bar featuring topless dancing in
Lincoln.
