ASUN stalls on proposed bylaw
regulating' appointments to UPC

The University of Nebraska
Lincoln student senate postponed a
bylaw change Wednesday that would
return control over officer appoint
ments to the University Program
Council.
“We are formulating what looks
to be a fairly good plan and compro
mise,” said Paul Schreier, Committee
for Fees Allocation chairman. “We
are amending the bylaw so it will
cover all bases and work for this year
and upcoming years.”
In 1994, the Association of
Students of the University of
Nebraska passed a bylaw empower
ing it to select the council’s executive
board members and event directors.
The bylaw change came into
effect after a five-month personal and
structural battle between the two stu
dent groups. It created a selection
committee made up of three members
from each organization who wShld
choose UPC executive members. '
The new bylaw change would
return the process of selecting UPC
executive members to present council
members. h
* I/- The senate voted to postpone the
new bylaw change definitely last
week to give the ASUN and council
members more time to research the
1994 dispute.
The additional week postpone
ment was welcomed by senate mem
bers.
“Additional time was needed on
this bylaw,” Jeff Woodford, a senator
for graduate students, said. “ I hope
the additional week is enough time.”

UPC, CFA and Vice Chancellor for
Student Affairs James Griesen are
brainstorming other options to create
the UPC executive selection commit
tee.
One option is to have non-affiliat
ed ASUN or UPC students help with
the selection process, Gaffney said.
Those non-affiliated students, which
could include current ASUN mem
bers, would have to apply and be
appointed by an ASUN board.
“We just want to be equal,”
Gaffney said. “Other student fbnding
organizations, like the Daily
Nebraskan, do have outside members
help with selecting executive posi
tions. We should have the right, too.”

make sure all student organizations
are properly funded and have the
right to direct their funds in a manner
they choose. This includes choosing
an executive board to make funding
decisions, he said.
“(CFA) believes direct control of
any organization is wrong,” Schreier
' said. “That is not how student govern
ment works.”
Gaffney said she is pleased a
compromise between the two student
organizations is in the works.
“This is something that really
means a lot to UPC,” Gaffney said.
“To have the ASUN support us would
be wonderful.”
Schreier and Gaffney will pro
pose an amendment to the bylaw
change to ASUN on Wednesday.
