John McCain, R-Ariz., who had voted against an earlier version of the bill. Existing ratings use designations from “TV-G,” programs suitable for all ages, to “TV-MA,” for mature au diences only. Most shows have been rated “TV-PG,” parental supervision suggested. Though critics also have com plained the existing ratings don’t pro vide adequate information about sexual and language content, Hollings’ proposal deals only with vio lence. The broadcasting and cable indus tries oppose the bill, saying it is un constitutional. The best way to handle ratings is voluntarily, they said. Supporters point out the Supreme Court has upheld government limits on when indecent shows may be aired on TV and radio stations. Those lim its were designed to protect children. The House bill is not likely to be voted on by the telecommunications subcommittee any time soon. “We got a ways to go,” conceded David Moulton, aide to the bill’s au thor, Rep. Edward Markey, D-Mass. The panel will hold a TV ratings hear ing in Peoria, 111., May 19. Hollings’ bill would require broad casters and most cable channels to ei ther provide more detailed informa tion about shows’ violent content or air those shows only when children are not likely to be viewing. Premium cable channels such as HBO and Showtime and pay-per-view programs are not covered by the bill on the grounds people expressly choose to have them enter their homes. Regulating them would pose consti tutional problems, Hollings’ aides ex plained. The FCC is reviewing the TV industry’s voluntary ratings system and will hold a hearing June 4. If the FCC finds the system unsuitable, it can move to appoint an independent ad visory board to create a new system. There’s plenty of “two-guys hangin’-out” raunchy humor and sharp-as-a-knife dialogue, skewed takes on popular culture. “Gerks” gained tremendous inde pendent success and cult status, but “Mallrats” wasn’t as well-received by critics.
