U.N. efforts limited by funding By Neil Feldman Staff Reporter_ _ Editor’s Note: This is part two of a two-part story about the United Na tions. The United Nations, once thought to be the global darling of peacekeep ing, has recently demonstrated that many of its missions are not succeed ing. Amid its tri umph in defusing conflicts in Namibia and Nicaragua, as well as its success in becoming the dc facto government in Cambodia, the United Nations clearly appears to be lagging in many of its current operations. Disjointed nations and ethnic sects arc at each other’s throats from Bosnia and Herzegovina to the Sudan, and the United Nations appears able to do little about it. It is not that the United Nations is a weak organization; it is the largest international governmental organiza tion m the world. It is, however, limited by historical elements, a lack of proper funding and a large misconception that its role is to step into warring regions and break up their feuds regardless of the military effort. The United Nations is a peace keeping organization, not a peace making organization, and certainly not an international militia. Established after World War II, the United Nations has proven to be only as successful as its First World nations allow it to be. The Soviet Union, for example, historically was against the United States in the Security Council and frequently acted as a barricade to major missions. The U.S.S.R./U.S. conflict, a ma jor element in the Cold War tensions, hindered U.N. capabilities. It was never that the United Nations didn’t have the ability or strength to delve into regions in desperate need of aid, but rather its own members prevented it from doing so. U.N. operations lacking full U.S. support have hardly ever succeeded. The Gulf War was another clear instance of a U.N. operation domi nated by an American shadow. The entire list of U.S.-dominated U.N. missions is comprehensive. Clouding the future of the United Nations, the United States owes the organization S290 million. Already underfunded for the tasks it lakes on, the United Nations, as a handful of analysts allude, could be heading for great financial difficulties. Analysis argue that it is necessary for the United Slates to fund the United Nations without running up a stiff debt. This particular wing of analysis secs U.N. operations as loo valuable to be underfunded. Another historical laclor to con sider is the number and greatness of current regional crises. A large majority of the conflicts, such as the clash between Armenians and A/.eris in Nagorno-Karabakh, have been going on for many years. Up until the Cold War, though, these conflicts were suppressed. If, for ex ample, fighting brokeout in Karabakh, the Kremlin would send troops to the enclave and quell the turmoil before it became a major crisis. But now these conflicts have been allowed logrow like wildflowcrs, and the United Nations simply is unable to gel involved in each one. Moreover, new conflicts, mostly in Africa, continue to crop up. Lately, the Sudan has been the focus of media attention. A few weeks ago it was Angola, and before that, of course, Somalia. And those arc only thrccof Africa’s conflicts. How, analysts ask, can the United Nations be expected to get involved and diffuse all of these di lemmas? Indeed, the United Nations is not a magical organization that can quell conflicts by wielding a magic wand. And the majority of U.N. officials believe the United States must lead the organization if some of these con flicts are to be rectified.
