Rowson said that Masscngale was comfortable with the proposed changes in the standards, and that he didn’t anticipate much change after the hearings. “(Masscngale) is saying we have a good proposal, and we are interested in what public input is available,” he said. Under the proposal, students would be required to havecomplctcd 16 core courses in high school to be admitted to an NU campus. The new core would include four years of English, three years of mathematics, natural sciences and social sciences, two years of study in one foreign language and one addi tional course. — Students apply ing to UNE would" have to fulfill the additional require ment with an algebra-related math course. Applicants to the two other campuses could fill the requirement with a course in any academic disci pline. In addition to completing the core courses, applicants either would have to rank in the top half of their high school graduating class or score at least a 20 on the ACT or 850 on the SAT. Budget Continued from Page 1 cuts would be extensive. “You can’t tighten the bell indefi nitely,” he said. “At some point, you tighten it so hard there’s no circula tion.” The university faces four sets of cuts — three actual and one possible, Spanier said. Over the last year, he said, the university had to absorb about $4 million in cuts, and another S2.2 mil lion in reductions was targeted during the Nebraska Legislature’s special session in September. Also, Spanier said, some legisla tors have proposed additional cuts for the two-year period beginning July 1, 1993, and ending June 30, 1995. State Sen. Scott Moore of Seward, chairman of the Legislature’s Appro priations Committee, said last week that higher institutions and programs in Nebraska could be hit with across the-board cuts of as much as 10 per cent during the next two years. Spanier said he doubted that the figure would reach 10 percent, “but we have to be prepared for anything.” He said there had been no specific discussion of the possibility of tuition increases, and that such increases would not be decided until May or June. “I think tuition increases are inevi table,” Spanier said. “The cost of education will continue to go up, just like the cost of everything else. The only way to avoid that is if the Legis lature approved an increase in fund ing (for the university) to a degree that would allow us to avoid increasing tuition, and that isn’t going to hap pen.” Nevertheless, Spanier said he would remain optimistic throughout the budget hearings. “We’re not assuming the univer sity is going to be in a perpetual budget-cutting mode,” he said. “We don’t want to cripple the university . .. in the long term. “We’re not going into the process with particular concerns that the bud get will be cut. Drivers also have the right to refuse to take the field sobriety test, which includes reciting the alphabet and holding a leg six inches above the ground for 30 seconds, Stall said. Most drivers fail this test because it is subjective, she said.
