Aide soys bill not intended for secrecy Bill allowing closed sessions postponed »y tmiiy Rosenbaum Senior Reporter A bill that would allow public bodies to hold closed sessions to discuss qualifications of candidates seeking positions on public bodies was indefinitely postponed Thurs day by a legislative committee. The Legislature’s Government, Military and Veteran Affairs Committee heard testimony Thurs day on LB 1148, co-sponsored by Sens. Jacklyn Smith of Hastings and Arlene Nelson of Grand Is land. The bill would amend the Ne braska Open Meetings Law to in elude a section that would allow closed sessions for discussing . qualifications of persons who have expressed an interest in filling a vacancy by appointment or elec tion to any public body.” But the proposed amendment would not permit closed sessions for discussion of the actual “ap pointment or election of a new member to any public body.” Sen. Ron Withem of Papillion said he understands that it is “always desirable” to make decisions in as comfortable a setting as possible, such as a closed session. But, he said, people who enter the “public arena” by announcing their interest in public bodies are accountable to the public. Sen. David Bemard-Stevens of North Platte said situations such as the firing of former NU President Ronald Roskens in a closed session of the NU Board of Regents, create “tremendous confusion.” That confusion is caused by not allowing the public to know the reasons behind incidents like Roskens’ firing, he said. “I get a little queasy on those things,” he said. Alan Peterson, an attorney for Media of Nebraska, spoke against the bill, saying it is “directly con trary” to the intent of the Nebraska Open Meetings Law. “The principal objection to the proposed amendment... is that it nullifies one of the primary protec tions against the transaction of important public policy decisions in private,” Peterson said. The bill was presented to the committee by Andy Carothcrs, a legislative aide to Smith. Carothers said in a telephone interview that the intent of the bill is to avoid the problems of discuss ing candidates’ qualifications in public. He said Smith wants to allow public groups to go into closed session in cases when public dis cussion could have an “adverse See COMMITTEE on 5 ---—--1 Bill would grant medical students interest-free loans By Roger Price Staff Reporter A bill that would eliminate inter est on loans to medical students who practice in areas with shortages of medical services was advanced Thurs day to the floor of the Nebraska Leg islature. Sen. Rod Johnson of Sutton told the Health and Human Services Committee his goal in introducing the bill was to attract young people _——— who grew up in rural areas to return to those areas as physicians. Johnson said LB1187 would change the current incentive program for medical students who go to work in areas with shortages by eliminating the 5 percent interest rate. One of the biggest problems fac ing rural Nebraska, Johnson said, is the lack of medical care. Approxi mately 45 hospitals in rural areas currently are looking for doctors, he said. Attracting doctors to rural areas is difficult, he said, because potential incomes there are lower. “A big problem with a lot of the medical students, in particular, is that they are. carrying huge debts by the time they finish medical school and residency,” Johnson said. “They have to go to places where they think they can recoup those costs.” Jobs in rural areas do not always provide that much income, he said. Dave Palm, an economist at the Nebraska Department of Health, said the bill would require students who take advantage of the interest-free loans to practice in areas with a medical shortage for a time equivalent to the number of years they received the loans. Palm said currently 50 to 55 coun ties in Nebraska are designated as shortage areas. U-Stops to apply for liquor licenses from City Council From Staff Reports A local oil company, operating the U-Stop Convenience Shops, will go before the Lincoln City Council Tuesday to apply for liquor licenses at three of its five locations, accord ing to the owner. Mark Whitehead, owner of Whitehead Oil Co., applied Jan. 23 for liquor licenses for U-Stops at 8231 E. O St., 610 S. 10th St. and 240 N. 17th St. Whitehead said he is seeking Class B Liquor Licenses, which allow off saleofbeerand wine6a.m. to 1 p.m., Monday through Saturday. Whitehead said he began applying last year for liquor licenses, but de cided not to submit the applications because, “the timing just wasn’t right’’ Whitehead said he was concerned the council will decide the U-Stop at 240 N. 17th St. is too close to the University of Nebraska-Lincoln’s City Campus. But he said the concern is not justified, because a liquor license at that location could help in avoiding alcohol offenses like driving while intoxicated.
