control over budget requests made to
the Legislature, said Sen. Jerome
Warner, committee co-chairman from
Waverly.
Regents would report to the Legis
lature and governor in the biennial
budget process on the performances
of the universities, state colleges and
technical community colleges.
The regents also would monitor
the roles and missions of the colleges
and universities.
The board would allocate slate funds
and create general policies for per
sonnel, admission requirements and
tuition levels. The Legislature, how
ever, would appropriate funds directly
to each institution.
The bill would abolish the Ne
braska Coordinating Commission for
Post-secondary Education and create
the Nebraska Higher Education
Commission.
A private citizen appointed by the
governor would serve as chairperson
of the commission, and the board of
regents would appoint three of its
members for staggered three-year
terms.
Three members of technical com
munity college boards and two
members on the governing boards of
private colleges and universities also
would be appointed to the board.
Three other commission members
would be an owner, shareholder or
board member of a Nebraska private
•
vocational school, the governor and
the commissioner of education.
Two legislators would sit on the
commission as nonvoting members.
The bill states that the commission
would be a “statewide forum for the
consideration of post-secondary edu
cational issues.”
The commission also would assist
the board of regents in developing a
strategic planjor education. The
commission would administer the State
Scholarship Award Program Act, the
Scholarship Assistance Program and
any other state-administered finan
cial aid program.
To enact the restructuring of higher
education, a transition committee
would be established for one year.
Members making up the commit
tee would come from the public, uni
versity and college administrations,
the Nebraska Coordinating Commis
sion for Post-secondary Education,
the technical community college
administration, the Department of
Administrative Services and its budget
division.
The firm had advised, however,
that members of the Legislature sit as
voting members on the Higher Edu
cation Commission. Because the
commission would administer finan
cial aid funds, the senators’ role was
changed to advisory.
Withem said the bill has yet to be
assigned, but probably will go to the
Education Committee, of which he

Unusual scholarships go unawarded
The University of Nebraska-Lincoln has a few scholarships avail
able for students who meet some unusual requirements.
Scholarships in the following categories have not yet been awarded
; for the spring semester:
•Handicapped student, preferably studying health professions.
•Handicapped student, studying histpry.
•Student employed at Lee’s Restaurant.
•Male student who must work to attend school.
•Insulin-dependent diabetic student
•Student Twenty-one years old or older who attends school part
time and works part time.

The bill does not give the student
member of the beards of trustees voting
power, but Warner said he is sure it
will be an issue.
He said he would not support a
proposal giving students an official
vote.
Warner said he thinks the bill
gives the proposed board of regents
for Nebraska Higher Education ade
quate power because it has the au
thority to submit budgets and to lobby
the Legislature.
