WRC budget debated By David G. Young Staff Reporter The Nebraska unions must remain dependent on student fees because of the limited flexibility involved in combining private enterprise with university needs, said Daryl Swan son, director of the unions. Swanson presented the unions’ $1.25 million student fee request to the Committee for Fees Allocation Tuesday. The proposed budget would use slightly less student fees than were allocated this year. Many of the problems with the unions can be traced to the academic calendar, Swanson said. When the students leave for breaks, the unions receive no income, he said. “I can tell you that when running anything that resembles a private enterprise, when your income goes to zero, you’re in trouble,” he said. One of the areas where the unions are least profitable is in the area ol food service, he said. While the cater ing service provided a $177,575 profit, sales by the cafeterias have decreased in recent years, he said. The Harvest Room alone loses $70,000 per year, said James Gnesen, vice chancellor for student affairs. This may lead to its elimination in the future, he said. “We’d love to get a commercial pizza place operating, probably, and maybe even a deli, Griesen said. “That’s caught up in our process of remodeling.’’ The budget proposal for the un ions includes a $19,492 budget in crease for the Women’s Resource Center, Swanson said. CFA dis cussed this proposed change exten sively. CFA member Julie Jorgensen questioned why WRC should receive a significant increase when the Cul ture Center does not. This is an un usual contrast, especially in light of the “bad image’ ’ WRC has acquired, she said. Keith Malo, CFA member, said the center is seen by many as a “hangout” for members of the Committee Offering Lesbian And Gay Events. CFA member Tim Prickell agreed. “The problem definitely needs to be addressed before we throw money at it,” Prickett said. Student fees in Fund m 11 people testify for deterrence bill By Natalie Weinstein Staff Reporter Eleven people testified Tuesday afternoon in favor of a bill that would immediately revoke a person’s driv ers license if he or she fails or refuses to take a blood, breath or urine test. Under LB799, a license would be revoked immediately for one year on the first offense, three years on the second offense and five years on third and subsequent offenses. A person would fail the test if his or her alcohol content exceeded the legal limit or if any illegal drugs were detected. The bill would allow a police offi cer to immediately impound a per son’s license and issue a 30-day tem porary license. The person would then have 10 days to request a hear ing. The hearing would take place within 20 days of the filing of the request. The final decision would be made within seven days of the hear ing. Tom Casady, chief deputy in the Lancaster County Sheriff’s Depart ment, said LB799 is “the most sig nificant bill” concerning drunk driv ing in front of the Nebraska Legisla ture this year. State Sen. Emil Beyer Jr. of Gretna told the Transportation Com mittee that currently four to eight months can pass between the lime a person is arrested and his or her li cense is revoked. Beyer, who introduced the bill, said nearly two dozen states already have laws similar to LB799. Mothers Against Drunk Driving suggested the idea for the bill to him, he said. Six of the 11 persons testifying in favor of the bill were members of MADD. No one testified against the bill. Two persons who testified were neu tral. The Transportation Committee took no action on the bill Tuesday. State Sen. Howard Lamb of Anselmo, chairman of the commit tee, said the chances were good that the bill would be advanced to the Legislature’s floor as soon as some minor changes were made in the bill’s wording.
