Senator says education will decide U.S. future By Shawn Hubbell Staff Reporter _ America’s success in the world community depends on the quality of education in America’s schools and colleges, U.S. Sen. David Karnes said Friday during a speech at the University of Nebraska-Lincoln. Speaking before a crowd of about 100 people, Karnes said education is one of the most critical issues facing America today. He said he’s concerned about America’s competitive position in the world market as it relates to the skills American educational system is teach ing. In a society where technology is rapidly advancing, Karnes said, educational institu tions must recalculate their curricula. how can we expect our students to be competitive if our best educational resources are not available to them?” Karnes said. Karnes also expressed concern for the drop out rate among students in U.S. high schools. Karnes cited a report that indicated the high school dropout rate is between 17 and 23 per cent. The lack of opportunities and enthusiasm in some schools contributes to the staggering number of dropouts, he said. Karnes authorized grants last year for a program to help high school dropouts complete their education. Equally important, Karnes said, is support for an educational savings plan act. He said the act would allow parents to save for their children’s higher education by purchasing tax free U.S. savings bonds'. Karnes said he supports President Reagan’s educational plan, which includes a 9 percent increase in funds for elementary and vocational schools, a 10 percent increase in funds for student loans and a 14 percent increase in funds for Pell Grants. 'How can we expect our students to be competi tive it our best educa tional resources are not available to them.' —Karnes Karnes said he plans to introduce a plan to alleviate teacher shortages in depressed areas of the country and in critical areas of learning such as math and science. If enacted, he said, his plan would forgive education majors of their student loans if they agree to teach critical subjects or work in financially depressed areas upon receiving their degrees. Karnes said he supports the formation of a venture capital fund in the United States and would like to see about $40 billion directed toward school reorganization, research and the development of new types of educational pro grams. Kay Orr and two Nebraska senators will be commended for theireffortson behalf of the university Tuesday at the University of Nebraska-Lincoln Faculty Senate meeting. Robert Diffendal, secretary of the Faculty Senate, said the senate wishes to thank Orr, Sen. David Landis of Lincoln and Sen. Jerome Warner of Waverly for their support of im proved salaries and their overall help for the university. Orr and the senators also are scheduled to speak at the meeting. The possible endorsement of the Promotion and Tenure Document is also on the agenda. The document, proposed at the beginning of the year, was originated by the committee. The document will give guidelines for evaluations, promotions and tenure of faculty members. “This has been worked on all year long, and everybody has made their changes,” Diffendal said. “Hopefully it will be endorsed on Tues day.” City Campus colleges have never had for mal guidelines for annual evaluation and tenure policies, Diffendal said.
