A1 Hummel, co-owner of Duffy’s Tavem, 1412 O St., said everyone 32 years of age and under is carded. He said identifications are checked at the door on busy nights and at the bar on regular nights. “If it’s a college town, it’s loaded with fake IDs,” he said. Hummel said he and his em ployees confiscate fake IDs when someone presents one. He or his employees then punch a hole in it. He said he usually confiscates a few a week. He said he sees many types of identifications and “some of them are really bad and some are fantas tic.” Hummel said he will only ac cept a drivers license for entry. If a person uses an out-of-state drivers license, Hummel uses the 1987 ID Checking Guide to make sure it is valid. He said that rarely do people with real identification have pic tures that don’t look like them. He said the best way to check is by looking at the eye area. “If they don’t put up a fight, they’re a minor,” he said. Hummel said the two most common situations he encounters are when people borrow an ID that looks like them or when they pres ent an altered Nebraska license. Hummel said that if the estab lishment got caught serving a minor, even if that minor had a good false ID, Duffy’s could be fined or lose its liquor license. Daryl Bahm, manager and part owner of Herm’s Liquor Store, 1644 P St., said he confiscates about five false IDs a month. These include out-of-state licenses and altered Nebraska licenses. Bahm said Herm’s will accept out-of-state licenses, but he also refers to the ID Checking Guide. He said that when he detects a false ID, he confiscates it and calls the police. About one-third of the offenders leave the store when he calls the police, he said. But others stay, either because they don’t think he really called the police or because they want their ID back. Rocke said if a minor attempts to buy alcohol, the establishment should call the police. If police arrive when the minor is still there, he said, they ticket and cite him for “minor attempting to Durchase alcohol.** a mind* meanor. The penalty is up to $500 or three months in prison or both. If minors also have altered their licenses, they will be cited again, which is another maximum $500 fine. Rocke said another common way of getting false identification is by presenting someone else’s birth certificate to get a Nebraska drivers license or state identifica tion. Bill Kennedy, administrator of the drivers services division of the Nebraska Department of Motor Vehicles, said attempting to obtain a legitimate identification card through fraudulent means is a Class 3 felony. Kennedy estimated that at least 1 percent and probably 2 percent of all drivers licenses have false ages or identities. He said the Department of Motor Vehicles has taken steps in the last year to stop this problem. “The system somewhat lends itself to fraud,” Kennedy said, because of the over-the-counter issuance and the fact that both the county and the state are involved in issuing drivers licenses and state identifications. Examiners went through a three-day training session to leam to detect fraudulent identification, he said. If the examiner has a “well founded suspicion of fraud, trick ery or cheating, they can ask for any additional ID,” he said. Exam iners can also quiz the person on personal information, he said. On a duplicate license, the signatures are compared. Kennedy said that if the infor mation is false the only thing the State Department of Motor Ve hicles can do is recall or revoke a license and issue a pick-up order to a law enforcement agency. Kennedy said most people who attempt to get fake IDs are caught after the transaction takes place, but more and more are being caught during the transaction. Stanley Cooper, director of the Bureau of Vital Statistics, said a person must come in or write the office and pay a $6 fee to get a birth certificate. People that come in must show a valid drivers license and a Social Security number. The penalty for attempting to obtain or obtaining someone else’s birth certificate is $10,000 or five years in prison or both, Cooper said. Rocke said he collects confis cated false identifications regu larly, but all he can really do is tag them as evidence.
