Farmstead compromise Don't be a

Sutton Sen. Rod Johnson, sponsor of
LB3, said he was not satisfied with the
compromise amendment, but it would
be difficult to pass the bill without it.
Without the amendment, DeCamp
said, all the bill does is "shut off credit
to the one group you claim you're trying
to save."
The amendment doesn't change the
law, but merely makes provisions for
small farmers if the original bill hampers
credit, DeCamp said.
Second-round debate on LB1 dealt
with minor adjustments to the central
filing system, which federal law says
must be in place by Dec. 24. Supporters
say such a system, which records all
liens against farm products on a com
puter, would serve farmers better than
the direct-notification system that
would be imposed after that date.
DeCamp won 26 0 approval of an
amendment that would require plain
tiffs to prove gross negligence, rather
than simple negligence, to successfully
sue local officials based on errors in
the system. Senators also approved, 26
1, an amendment by Anselmo Sen.
Howard Lamb that would have lenders
remind farmers who have repaid debts
of their option to have their names
taken off the system.
Local committee to form
'blueprint for action'

Local government needs to develop
an attitude of caring which will facili
tate the small efforts of community
members. Regulations of police and
liquor licensing can be two of many
ways to push drug prevention.
OA community needs to set norms
that encourage abstinence.
The community needs to be in
formed about alcohol and drugs. How
ever, he said, the media doesn't have to
inundate the community with stories
and information. People simply need to
be reminded occasionally, he said.
Americans will have to learn to be
comfortable with moderate drinking,
he said.
"We've forgotten our manners," he
said. "People who entertain should
have non-alcoholic drinks. Non-drinkers
shouldn't be made to feel uncomforta
ble, but special. This is what should
determine who is the 'hostess with the
mostess.' "
This idea can be incorporated in
university towns, he said. Dry bars, sim
ilar to the coffee houses of the 19G0s,
are successful in Minnesota, he said,
where the drinking age was recently
raised to 21. The bars offer good enter
tainment and a way to socialize and
meet people of the opposite sex with
out having drugs or alcohol around, he
said.
"I'm harping on alcohol," he said,
"because it is the stuff that almost
every drug user uses."
Alcohol is the only legal drug in the
United States, he said, and is usually
the starting point for further drug
addiction.
Luedtke said that people represent
ing all areas of Lincoln met Tuesday to
discuss ways to prevent drug abuse in
Lincoln. A liaison committee will be
formed from each of these groups, he
said, to create a "blueprint for action."
The committee will meet again in
one year to determine if the policies
formed can work, he said.
