licans on powerful House Appropriations Committee.
RECOGNIZED LEADERSHIP Elected and re-elected three
times by colleagues in House of Representatives as
top-ranking Republican farm leader on key House Ap
propriations Subcommittee on Agriculture, totaling
eight years service in this leadership position.
FARM BILL REFORM Pressed successfully for many
administrative and legislative changes aimed at trying
to make the defective 1985 Farm Bill work for the benefit
of ranchers and farmers, paving the way for major
reform for the 1987 crop years.
SOCIAL SECURITY Sponsored and worked for suc
cessful House adoption of Social Security legislation
providing cost-of-living increases even if the inflation
rate is lower than the 3 trigger.
VETERANS Maintains perfect voting record for veter
ans. Supported improved benefits for former POWs,
improved VA health care, improvements in new 61 bill,
and additional protection from automatic cuts under the
Gramm-Rudman Act.
EDUCATION Voted and worked to strengthen federal aid
for vocational education, student-loan funds, the Head
Start program and other programs beneficial
to education.
WATER PROJECTS Secured legislation permitting con
tinued construction of North Loup Division water proj
ect and planning and preconstruction work on 15 other

major Nebraska w,ater projects. Established a new con
sensus of the Nebraska congressional delegation for
building a modified O'Neill Unit emphasizing use of new
groundwater recharge technology.
PROTECTED POWER RATES Led opposition that killed
Administration plans to double power rates by revising
repayment contracts with federal hydroelectric facilities
and by selling off federal power plants, dams and
reservoirs. These plans would severely hurt all con
sumers, particularly business; and would break
agriculture.
SECURED Ef.'ir.SIfXY FISSS Persuaded President
Reagan to immediately release $750 million in
emergency funding for Farmers Home Administration
loans.
EEwSHT SECnnm LYKS TO KimSXA Persuaded
President Reagan to send the newly appointed Ag
riculture Secretary Lyng to Nebraska on his frist trip
from Washington to listen to Nebraska agriculture lead
er's recommendations for farm bill reform and changes.
AG RESEARCH Secured congressional approval of Ne
braska's plan to redirect eleven million dollars in federal
funds for construction of veterinary medicine facilities
and a food-processing research center at the University
of Nebraska.
SEMR CITIZENS Worked successfully for House pass
age of legislation ending arbitrary age discrimination by
repealing the mandatory retirement age.
INTEREST TAX REPEAL Worked successfully for repeal
of withholding of taxes on interest and dividends.
