Page 3 Iceland summit not a failure Wednesday, October 22, 1988 Daily Nebraskan West German official says pact left unanswered questions By Michael Hooper Senior Reporter The recent summit in Reykjavik, Iceland, between President Ronald Reagan and Soviet leader Mikhail Gorbachev was "a failure that wasn't a failure, but a success" said Rudolph Adam, assistant to the president of the Federal Republic of Germany. ' Given the lack of preparation and "all the uncertainty surrounding the summit," reaching no agreement on arms reductions was not a failure, Adam said Monday evening in a speech sponsored by the UNL Institute for International Studies. One question that was not fully addressed at the Summit, Adam said, is that not only do the superpowers have nuclear weapons, but so do China, Great Britain and France. "I can't envision the Soviets elim inating all their nuclear weapons while the French, British and Chinese have them," Adam said. In order to make a successful summit, he said, an answer to what would be done with the other countries' weapons is needed. For a while during the summit, Reagan and Gorbachev had agreed to eliminate all strategic nuclear arms. .The agreement fell apart when Reagan refused to accept Gorbachev's restric tions on his Strategic Defense Initiative, also known as "Star Wars." Adam said it is hard to comment on "Star Wars" because it is unclear whether it Is feasible or not. "It's a Utopian idea," Adam said later in an interview. But the idea merits research. He said that West Germany has in some ways become dependent on the United States for military protection. He expects Congress to begin discussing the possibility of removing U.S. troops from West Germany.
