"We are in an emergency situation," Jaime Ongpin said in a speech at the Carnegie Endowment for International Peace. He said the Aquino government will not have enough money to pay its bills Reagan conference Wednesday WASHINGTON President Reagan will have a nationally televised news conference at 7 p.m. CST Wednesday, a White House spokesman said. The 30-minute question-and-answer session with reporters in the East Room of the White House will be Reagan's 35th for mal news conference as presi dent and his first since Feb. 11. Israelis raid Palestinian camps SIDON, Lebanon Israeli warplanes streaked through a barrage of ground fire Monday and bombed Palestinian strongholds near refugee camps around this southern port. It was the third Israeli air raid this year on the Sidon area, where guerrillas have been rebuilding bases destroyed by Israel's 1982 invasion. Police said five Palestinians and a 21-year-old Lebanese woman were in jured. Copple out of jail FORT WORTH, Texas S.E. Copple, the former president of the insolvent Commonwealth Savings Co., was re leased Monday from the Federal Cor rectional Institute here after serving nearly 10 months of his sentence, pri son officials said. Copple, 89, was sentenced to serve 12 to 14 months on a state charge of making a false entry in Commonwealth books and a concurrent 366-day federal sentence for making a false entry in the books of a Beatrice financial institution.
