WASHINGTON Treasury Secretary Donald Regan Tues
day made public a tax reform proposal that he said would cut
taxes for mcst Americans while eliminating tax breaks that
benefit the rich.
Regan's proposal won a general endorsement from President
Reagan, who ordered the tax reform study a year ago because
of his belief the current tax code was too complicated. Reagan
will unveil his own proposal in January.
Regan's plan would cut the number of tax brackets from 14
to three and the top income tax rate for individual would be
reduced from 50 percent to 35 percent. The top business tax
rate would be lowered to 33 percent from 46 percent. Average
taxpayers would find their taxes reduced by 3.5 percent and
78 percent of all Americans would pay either the same or less
in taxes with the new system, Regan said. While the adminstra
tion is working to keep its promise not to increase taxes, it may

WASHINGTON Honduran and U.S. officials Tuesday
began negotiations for a treaty that could increase the UjS.
military presence in that Central American country in exchange
for more aid. Sources said Honduras several months ago pres
ented the Reagan administration with a proposal to renego
tiate the bilateral Economic and military Assistance treaty of
1954. Minister of the Presidency Ubodoro Arriaga Iraheta said
the arms buildup by some Central American countries, which
Arriaga did not identify, has upset the balance of power. He
said that this requires a new agreement between Honduras
and the United States.
.Under the present treaty, about 1,500 UJS. troops have been
stationed in Honduras on six-week tours of duty for joint
military exercises.
The sources said Honduras wants an increase in economic
aid and a continuation of military training through a more
permanent U.S. military presence in the country.
Pump to mobilize heart recipient
BONN, West Germany Artificial heart recipient William
Schroeder could be mobile as early as Thursday if he is well
enough to be attached to a portable pump, the pump's West
German inventor said Tuesday. So far Schroeder has been
attached to an air compressor the size of a refrigerator since he
was given an artificial heart during surgery Sunday in Louis
ville, Ky.
Inventor Horst-Peter Heimies said that his 1 1-pound porta
ble device, about the size of a camera case, would allow
Schroeder to be disconnected from the main compressor for
part of each day.
Schroeder's physician, Dr. William DeVries, said Tuesday he
doubted Schroeder would be able to stray very far even if the
portable pump is tried out this week.
Police foil U.S. Embassy bombing
ROME Rome police announced Tuesday they had foiled a
planned truck bomb attack on the U.S. Embassy and arrested
seven Lebanese who said they were supporters ,of Iranian
leader Ayatollah Ruhollah Khomeini The arrested men had
been planning to bomb the embassy in central Rome using a
truck filled with explosives at a time when Ambassador Max
well Rabb was in the building. They said plans of the embassy
compound, marking what were thought to be the strong and
weak points of its defenses, were found in the homes of the men
when they were arrested in the southern suburb of Ladispoll
Troops douse Chilean protestors
SANTIAGO, Chile Police used a water cannon to route
demonstrators in the center of Santiago Tuesday as troops in
. battle gear deployed in force to counter protests against the
military government. As about 200 demonstrators left the
main source, police hosed them and passers-by with a water
cannon. Three people were arrested.
Opposition politicians called protests for Tuesday and Wed
nesday against the state of siege imposed by President Augusto
Pinochet three weeks ago.
