Student watch group prepares mgtoi pcmrok
Dy Kirk Zeboklgr
The Student Watch Group, hoping to expand
night patrols to East Campus, postponed its start
ing date because it needs more volunteers, Presi
dent Troy Lair said.
The group has enough volunteers, most of them
returning from last semester, to patrol City Campus,
but not enough to patrol East Campus, Lair said.
Patrols will begin on City Campus Feb. 13, two
weeks later than originally planned, Lair said. In the
meantime, group members are tying to recruit new
volunteers, Lair said. New volunteers will receive
orientation and training Feb. 13, Hand 15, and will
begin patrolling East Campus Feb. 20.
Lair said people have asked the group to patrol
Ezzl Campus. The group sees a need for a patrol
there because of lack of security, he said.
There are doors to 24-hour dorms that are unat
tended and open," Lair said. The lighting is worse
than the lighting here on City Campus."

Since East Campus b a part of the university, Lair
said, the group should include it when trying to
make UNL safer.
Besides patrolling East Campus, the group plans
to patrol Friday and Saturday nights if it recruits
enough members within the next three weeks, Lair
said.
Eighty volunteers patrolled last semester, and
Lair said he hopes to double that figure this sem
ester. Student patrollcrs are civic-minded, Lair said,
and have to be willing to give up their time without
pay.
They're trained to know what to do in an emer
gency," Lair said, "but their main purpose is to be a
deterrence to crimes on campus."
Lair said he feels the group which began patrol
ling last semester started out well Lair said the
campus police department's yearly report will re
veal whether the crime rate has lowered in areas the
group patrolled.
Lair said the group plans to patrol indoors on cold
nights this semester and to monitor the coming and
going of students attending night class.
Lair said one problem the campus has at night is
car-towing. A person has to walk to the police sta
tion, and somehow get to the towed-car lot, if his car
has been towed after hours. Lair said 300 cars were
towed after hours last semester.
The UNL Parking Advisory Committee will discuss
the issue during its Feb. 10 meeting.
Association approves
residence hall rate
increase of 3.5 percent
By George Phillips
Residence hall rates may increase 3.5 percent
next year if the NU Board of Regents approves the
1984-85 Housing Rates Study, Douglas Zatechka,
the UNL director of housing said.
The possible increase, which the Residence Hall
Association approved Thursday, would be the low
est increase among the Big Eight universities, Za
techka said. Double room rates would change from
$1,860 to $1,925 per room per year, he said.
The actual cost increase, not including university
overhead charges and the rounding factor, would be
$60.51 per room. Overhead charges, which meet the
university requirement that the housing depart
ment always operate in the black, will cost $1.82 per
room, Zatechka said The rounding factor raises
each room's cost by $2.67 and brings students' pay
ments to an even amount, he said.
The 3.5 percent increase will cover the costs of
housing expenditures and debts, which together
total more than $11 million.
Projected total expenditures, Zatechka said, total
$9.9 million. He listed the following as the main
contributors: food, at $2.7 million; office services, at
$1.7 million; and utilities at $1.1 million.
The housing department will pay about $1.2 mil
lion for debts accumulated from residence hall
construction.
Zatechka said the quality of residence hall life will
not decrease because of the new housing rates.
RHA also approved its 1984 spring budget. Treas
urer Tom Lauder introduced a controversial change
in executive salaries. Executive salaries in previous
years were on a graduated scale. This semester,
executive salaries will be $150 for every executive
, officer.
RHA voted to join the Nebraska Association of
Residence Halls.
John Christian, executive assistant and author of
the motion, said the organization offers an oppor
tunity for Nebraska colleges to exchange informa
tion. . ....
