Mild winter ahead?
WASHINGTON Winter weather over most
of the United States will be colder than last
year's unusually warm temperatures, but still
will be milder than normal, according to the
National Weather Service's CO-day outlook
through February. The forecast, released Lion
day, calls for raildcr-than-avcrage weather on
the East and West coasts. Cclder-than-ncrmal
winter temperatures are expected only in
Kansas and Oklahoma and in a zone from
northern Minnesota to upper tlichfgan. Al
though the three-month outlook calls for
mostly mild weather, temperatures in Decem
ber probably will average below normal in
much of the interior United States, the
