We, of course, cannot discern the motivation behind Andropov's proposal. It may be a play for public opinion in the West, a response to threat or a sincere essay at arms reduction. Whatever the motivation, the offer presents an opportunity for genuine progress in Geneva and for the United States to soothe the rankled masses of its Western European allies. U.S. negotiators should take Andropov's offer into serious consideration.
