More than two hours of debate Thursday by the Com mittee for Fees Allocation produced the University Program Council's final 1983-84 budget. UPC appealed three decisions of CFA that were made last Thursday. These included cuts for East-Main Events, Women's Resource Center cultural events and Tri-Culture Center's black travel and entertainment. CFA accepted a revised UPC-East budget, which re flected a S229 error in figures. The amount requested was S3, 421, but later figured to be only S3, 192. The revised Main Events budget was approved un animously, 1 1-0. Women's Resource Center used most of the two hour discussion. The central debate resulted from con fusion about whether the center's budget was being appealed or if only the cultural events line was. UPC President Beth Lee said CFA Chairman John Leif told her only the cultural events would be subject to appeals. But CFA member Susan Longacre, pointed out that the Women's Resource Center was the line item of UPC, and cultural events was just a breakdown of thai line item. Longacre said since it was the nature of UPC to juggle funding from one area to another within their budgets, then the center's budget should be looked at as one item. An appeal against the S675 cut from cultural events, lowering the center's request to S5 ,095 , failed on a 3-7 vote. The motion that passed, 6-1, with three abstentions, called for a $415 cut from cultural events. The cut re sults in a $5,355 budget for the center. Tri-Culture Council presented its appeal for black entertainment and travel. When CFA approved the UPC budget, this line item was approved only to maintain procedure, since there were discrepancies in the budget figures. The entire UPC budget was passed unanimously, 10-0, setting it at $102,793, or $2.42 per student each semester. This reflects a cut of $518 from the requested $103,311. Students will pay one cent less per semester for this cut. Other CFA business included ASUN appeals by ASUN President Dan Wedckind. He appealed to have salary increases restored for three employees: director of de velopment, legal services adviser and secretary. The secretary's salary would be increased 34 cents per hour to $4.54. The director of development's salary would increase to $11,664 from $9,450. This increase also reflects the job becoming a full-time position. The legal services adviser's salary was raised to $19,980 from $18,500. Wedekind said these increases are requested to keep professional people in the offices instead of losing them to equal jobs with higher pay. The appeal passed unanimously, 10-0. The recreation depaitment also appealed because of a student 5-cent cut in the salary increases for returning student employees and lifeguards. Kenda Scheele. assistant coordinator of intramurals. said the cuts would result in reduced hours for facilities, and not in the number of employees. She said Mabel Lee open hours will be extended in 1983-84, which will mean more working hours for employees. Stan Campbell, coordinator of intramural recreation department, submitted a revised student hourly request budget. The original request was cut by $1,180 by $122,700. The cut will be made up through more work study students being used, which will result in the de partment paying less for their salaries. CFA adopted the revised budget unanimously, 10-0, which results in a total programs budget of $235,801 or $5.07 per student each semester. Also approved was the Health Center's 1983-84 bud get. CFA's Health Center subcommittee declared the budget "reasonable and justified" in their recommenda tion. The approval results in a $1 ,652,163 budget or $37.98 per student each semester.
