Teen-age drivers are involved in one out of every five
fatal accidents that occur. Close to 9,000 teen-agers (1 5 to
19 years old) were killed in motor vehicle accidents in
1980.
Almost 60 percent of fatally injured teen-age drivers
were found to have alcohol in their blood systems prior to
crashing; 43 percent had blood alcohol concentration
levels greater than or equal to .10 percent.
Of the 25.000 persons who die each year in drunken
driving accidents, 5,000 are teen-agers. That means 14
teen-agers die each day in drunken driving accidents.
Alcohol involvement in tatal accidents involving teen
agers is at least three times greater in night-time accidents
(between 8 p.m. and 4 a.m.) than it is in daytime acci
dents (between 4 a.m. and 8 p.m.).
Although teen-agers comprise only 8 percent of the
driver population and account for only 6 percent of the

vehicle miles traveled in this country, they add up to 17
percent of all drivers involved in accidents and at least 15
percent of all drunken drivers in accidents.
These facts were published by the U.S. Department of
Transportation and were derived from a report by the
National Center for Statistics and Analysis.
What this report seems to confirm is that the establish
ment of a legal drinking age doesn't seem to have much
impact on the teen-age drunken driving problem. Only six
states now establish the legal drinking age under 19 years,
yet a disproportionate number of the traffic accidents
attributed to alcohol across the United States involve
young people under the legal age.
There is now a bill pending in the state Legislature
(LB56) that seeks to raise the legal drinking age from 20
to 21 - the second time in three years that the legal
drinking age has been raised. The net result of the last
rising of the legal drinking age in Nebraska was an increase
in drunken driving arrests with a still disproportionate
number of those involved in accidents and arrests under
the legal drinking age.
In my opinion, raising the legal drinking age is not an
answer to the problem. The answer, if there is one, is in
education and public awareness and a responsible attitude
toward the dispensing of intoxicating beverages on the
part of those who derive their livelihood from its
existence.
