RHA tackles noise problem in halls

Noise was the major issue at Thursday night's Resi
dence Hall Association meeting held in the Abel Food
Service
Dr. Douglas Zatechka;- UNL director of housing,
stressed a community concept on each floor, with resi
dents showing respect for the privacy and study time of
neighbors.
RHA member Mike Sullivan, a Schramm resident,
said there have been complaints of fraternities and soro
rities making large amounts of noise. He said their singing,
which is louder than most stereos, can be heard clearly
on the 10th floor, and sometimes goes on for hours at
night.
Zatechka said this was the first complaint he had
received on the singing, but he would explore the issue
and let the Greek advisers know some concern was raised.
Kathy Mach, RHA executive assistant, said that Greeks
and businesses had been soliciting door to door in resi
dence halls. This practice is illegal, and students should
ask violators to leave, she said. If a person does not leave
after being politely asked to do so, Zatechka suggested
that students call the residence director or UNL police.
ASUN Sen. Regina Rogers spoke to RHA on behalf
of the Union Board which is composed of students,
faculty and administrators.
Rogers said the Union Board was supporting a move to
rennovate the Union Bookstore so that all the books
could be in the same store and students would have to
write only one check for textbooks. She asked RHA to
write a letter to UNL Chancellor Martin Massengale
in favor of the project.

aware of a problem with the bookstore. He was concerned
about services, such as the game room and bowling alley
which might be removed if the bookstore was enlarged.
RHA did not pass the resolution to write a letter
supporting the bookstore rennovation. They did agree
to bring the matter up again in two weeks at the next
RHA meeting.
CFA forms new format
tighter budgets needed
Fee users will present their budgets in a new format,
as a result of action taken by the Committee on Fees
Allocation, Thursday night.
The approved format requires fee users to present
their budgets in three parts. The first of these parts,
a budget summary, presents expenditures in a general
form for last year, this year and the budget request
for 1983-84.
A written summary of budget objectives and changes
for the past, present and future also is. requested. Speci
fic expenditures are broken down on a separate sheet
for the new format.
The Daily Nebraskan and the Nebraska State Student
Association have budgets that would be redundant if
presented in the new format, said Chairman John Leif
of CFA.
Only 8 percent of student fees go to the Daily Ne
braskan for it's funding. This amount is used for publi
cation costs and would not have to go into specifics for
it's budget, Leif said.
NSSA was requested to present an operating budget
and a budget summary to explain fee uses to the CFA.
ASUN explained its budget to the CFA also. Dan
Wedekind, ASUN president and Gregg Carstens, ASUN
treasurer, made the presentation.
Last year the budget didn't show expenses from bills
received late, Carstens said. The bills totaled $852.75
for the 1981-82 year.
ASUN must tighten their belts this year, Carstens
said, because of the delayed bills that were not included
in last year's budget. He said unexpected expenses like
unemployment would also use fees from the ASUN
budget.
