Annual shower of glass
covers one Mall fountain
A disturbance at the Centennial Mall
over the long Labor Day weekend led
to a shower of beer and whiskey bottles
in and around the mall fountain lo
cated between Q and R streets.
According to Don Jacobsen, city
gardener for the mall, the glass barrage
happened this weekend and usually
happens once a year.
"Usually it's not this bad. It's usually
one or two bottles," he said.
Jacobsen speculated that members of
the two fraternity houses that border
the mall, Beta Theta Pi and the Alpha
Tau Omega, are to blame for the latest
glass attack.
"The police can't do anything about
it because nobody saw it happen,"
he said.
Dave Nikunen, Beta Theta Pi house
president, denied the accusation saying,
"The Centennial Mall is a big aisle
coming back from the bars and down
town and many things go on there."
He also said that members of the frater
nity were there all weekend working
on house improvements and heard
nothing.
Tod Smith, Alpha Tau Omega vice
president, said he was not aware of any
glass breakage at the mall and, as far
as he knew, the only people in the
house all weekend were the Lincoln
members.
During the weekend, the UNL and
Lincoln police departments received no
disturbance calls in the Centennial
Mall area. While no one is being charged
with the glass breakage, Jacobsen, the
man who has to clean up the mess, said
he wishes it would stop.

Proposed revisions in plan
are a reflection of change
By Jeff Goodwin
Citizens attending a meeting of the
Goals and Policies Committee Tuesday
night were presented with a 33-page list of
proposed changes in the Lincoln Lancaster
County Comprehensive Plan.
The changes will be voted on at the
next meeting of the Goals and Policies
Committee Sept. 21.
The Comprehensive Plan is a document
designed to meet the needs of all members
of the Lincoln and Lancaster County
population.
Mark Hunzeker, chairman of the Goals
and Policies Monitoring Board, said the
plan was "designed to place severe re
straints on growth for growth's sake."
Hunzeker said revisions in the plan are
brought about to reflect changes in
conditions since the plan was last revised.
"At some point we have to recognize
that things have changed and we've tried to
reflect that in these changes," he said.
Dan Schlitt, professor of physics and
astronomy at UNL, said the committee
needed more realistic population pro
jections from the Census Brueau before
they could accurately judge the proposed
revisions.
Hunzeker said more accurate projec
tions were requested of the Census Bureau
more than a year ago but the bureau had
not yet provided them.
He also said there had been no signifi
cant progress toward the plan's goal of
1 .75 occupants per motor vehicle.
"Because of this, the existing language
is tempered somewhat," Hunzeker said
The original goal of 1.75 occupants was
established in the mid-1970s in an effort to
conserve energy.
The committee also voted to confirm
the appointment of 'Arlie Heald, Lloyd
Worley and Bob Sikyta to the Goals and
Policy Monitoring Board.
Any citizen is eligible to be a member of
the Goals and Policies Committee. How
ever, to be eligible to vote on the proposed
revisions they must have attended either
Tuesday's meeting or one held last
October.
