But without Hugh Mulligan we never would have found out. Mulligan, as you may know by now, is The Associated Press writer who visited UNL's Cather Hall and wrote a column calling Cather "a disco," and "a hallucinatory chamber of horror." He was talking about the noise from crank ed up stereos. Although Mulligan talked with neither UNL housing director, any other campus official or apparently any student to verify his im pression, he was probably right. And although Mulligan's column was probably half in jest (remember, just as we kids like to wreak havoc throughout campus, those grown-ups like to poke fun at the pastimes of, youth) he apparently helped speed up a new "noise policy." Residence hall dwellers already know about the Student Bill of Rights. Ac cording to Residence Hall Association President Tom Mockler, the bill "ensures a student's primary rights to read, study and sleep free from undue interference." The Bill of Rights does not mandate that each floor impose quiet hours for stu dying, but perhaps it should. As is the nature with us music -crazy kids, without a rule to guide behavior, our behavior will not change. DN seeks nominees In the first edition of the Daily Nebraskan this semes ter (Aug. 18), we intro duced to you our Student in Focus program. To be a Student in Fo cus, you must: - attend UNL; at least on a part-time basis. This wUl be verified through the UNL registration office. - be nominated by some person or group. Nomina tions should include the name, age, major and home town of the potential Stu dent in Focus. It must be accompanied by a one-page typed statement of why the person is newsworthy and addressed to Student in Focus, in care of the Daily Nebraskan. - do or say something newsworthy.
