Nash of Keep America Beautiful, Inc., announced that Lincoln and Lancaster County had been cer tified as a Clean Community System. Nash, a vice president for field ser vices, said Lincoln's program was success ful because the community was involved in it. "The success of a program hinges on getting a solid base for the program," Nash said. "Unless you have the movers and shakers in a community involved your program isn't going to be mov- Four prerequisites must be met before a program can be certified. First, a photometric index report is made. This consists of visually surveying the extent of litter in selected areas of the community. The second step is to make a survey report of the litter and solid waste in the community. This includes surveying the various ordinances concerning the disposal of waste in the community and the tech nological means at the community's disposal to handle its litter problem. The third step involves setting up an advisory committee to discuss various ways of attacking the litter problem. The committee typically constitutes a cross section of the community and in cludes representatives of the business community, media, and civic and neigh borhood associations. Lastly, an administrative report is drawn up. Nash said people have to be re-educated about their attitudes toward lit. ter. "We have to change people's minds about littering," Nash said. "They think it's all right to litter because someone else does it or because they know it's going to get cleaned up. Everyone has got to realize that they are a part of the problem and they are a part of the solu tion." Nash said one problem with litter is that many people are ignorant about laws concerning litter. "For example, many communities have laws which prohibit garbage cans from being set out for the trash collector before 6 a.m. on the morning it's to be picked up," he said. "In some cases you have people put ting their trash out two or three days before the collector comes. Stray animals get into those cans and spread the gar bage. This just adds to the general prob lem." Lincoln's Clean Community System program has several activities planned in the upcoming months. Volunteers will promote the CCS during the Lincoln Octoberfest activit ies Oct. 1 through 3. They also plan to assist the Keep Nebraska Beautiful program at the Neb raska State Fair next month.
