page 1 2 daily nebraskan Wednesday august 18, 1982 Kwik Shop drops development of R Street lot The development of a small lot on campus has been the subject of a major controversy in recent months. The lot is located on R Street between St. Mark's Church and Lambda Chi Alpha fraternity. Earlier this year the lot was purchased from Nebraska Book Co. Inc by Kwik Shop. However, many people, including the NU Board of Regents, were opposed to the building of a convenience store at that location. UNL Business Manager Ray Coffey said he had "never seen the Board of Regents more united" in their attempts to prevent a Kwik Shop from being built. The regents felt a Kwik Shop would commercialize the campus frontage and would be inconsistent with the otherwise university-related buildings in the area, Coffey said. Additional traffic load across from the Administration Building was also a concern. Coffey said the regents were ready to use condemnation proceedings if necessary to keep Kwik Shop out. Kwik Shop was willing to sell, though, and on July 1 sold the property to the NU Foundation for $165,000. The foundation made a rental-purchase agreement that gives use of the lot to the regents. According to Coffey, the space will be developed for metered visitor parking be cause of the many visitor attractions in the are, including Kimball Recital Hall, Sheldon Memorial Gallery and Temple Theater. Bids for the resurfacing the 35-space lot are due Aug. 20, and Coffey estimated the lot would be ready for use two to three weeks after that date. The rock surface will remain for now, but Coffey said money from the meters could be used to blacktop the lot in about a year. Plans for the lot include the planting of shurbs on the south end to serve as a barrier. The lot now is blocked off, "to get people used to not parking there," Coffey said. Lambda Chi Alpha had the consent of the former owner, Nebraska Book Co., to use the space for their own parking lot. Because the house won't officially be open until Aug. 16, no one from the fraternity could be reached for comment. The Rev. Don Hanway of St. Mark's Church said he is "delighted" with the uni versity's purchase of the property for several reasons. First, he said it would help ease some of the parking problems church goers have on Sunday morning. The congregation also hopes to make use of the lot for various other church activities during non-metered hours. Hanway also said he thinks the open parking space will be much more attractive than a convenience store, "no matter how architecturally beautiful a Kwik Shop might be." The Student Court is the judicial branch of ASUN. The court rules on the con stitutionality of senate legis lation and conducts impeachment proceedings. The student senate is the legislative branch of ASUN. It has 35 elected repre sentatives, representing colleges and graduate stu dents at UNL. Student views often are voted on and represented by committees under ASUN. The four ASUN action committees prepare and submit legislation to the senate. The Academic Policy Committee has made recommendations on such matters as grading policies, registration procedures and academic advising. The Budget and Fees Committee, a second action committee, prepares and monitors the ASUN and UNL budget. The Campus Life Com mittee deals with legislation on out-of-class activities and serves as a liaison between ASUN and other student organizations on campus. The fourth action com mittee, Special Topics, ex plores issues not covered by the other three committees. Four standing com mittees under ASUN provide the ongoing functions of student govern ment. The Committee on Fees Allocation review the proposed budgets of all groups that receive student fees. The Constitutions Com mittee oversees the policies and procedures pertaining to the function of student organizations. The Internal Affairs Committee handles problems, procedures and relationships within ASUN. The Minority Recruit ment Committee aids in attracting minority students to UNL. In addition to the com mittees, ASUN includes the Government Liaison Com mittee, whose members lobby on behalf of UNL stu dents at the Nebraska Legis lature, Lincoln City Council, NU Board of Regents and other com munity groups and univer sity organizations.
