Gessaman was speaking on water man agement to the final Great Plains Studies seminar at St. Mark's on the Campus. Our society in the United States should decide how much of a water reserve should be maintained for the future because there are errors being made today, Gessaman said. "Some people's attitude is, 'what have my grand children done for me late ly'." If we continue to withdraw ground water at the present rate there won't be adequate supplies avail able in the future," Gessa man said. The future debate will be between farmers wishing to use water for irrigation and city dwellers who use water for recreation, Gessaman said. It is a question of rights to a livelihood for the farmer, Gessaman said. The difficulty with sharing the shortages equally is that endless litigation will be the result, he said. "I applaud the Legisla ture for attempting to plan ahead on this problem this year," Gessaman said. "When the water situation gets tight, tough questions will have to be wrestled with in the Legislature." The old concept of "use it or lose it" in regard to water is no longer valid, Gessaman said. He said that concept works against effi cient use of water. The as sumption always has been that replacement sources can be found in the future, Gessaman said. "If we continue to with draw ground water supplies at the current rate, they will be depleted not very far in the future," Gessaman said. It will not be economic ally feasible to irrigate in the future in the manner that it is done today Gessa man said. Nebraska is in bet ter shape for water resour ces than the rest of the Great Plains states because of the Ogallala aguifier, he said. Government will have to change the rules of the game as water becomes increasingly scarce, Gessa man said.
