China diplomat, Taiwan troupe arrive

Visitors from the People's Republic of China and Tai
wan will be visiting the UNL campus this weekend. An
ambassador from China and a dance troupe from Taiwan
will visit the university today and Saturday.
Chai Zemin, ambassador to the United States from
China, will arrive in Lincoln Friday, a spokesperson for
NU President Ronald Roskens said.
Zemin, his wife, and an interpreter will tour the Mead
agricultural field laboratory.
The ambassador will meet with UNL faculty members
and students at 4 p.m. today in Hamilton Hall, and will be
Roskens' dinner guest Friday night, with Gov. Charles
Thone.
Also today, university students sent by the government
of Taiwan will give a free concert at 8 pjn. in Kimall Hall.
The Youth Goodwill Mission from Taiwan will perform
traditional Chinese songs and dances.
The Taiwanese government chose about 20 students to
tour the United States and perform concerts, said Judy
Wendorff, program assistant for International Educational
Services at UNL.
There is no connection between the visits by the two
groups. The spokesperson from Rosken's office said the
ambassador doesn't plan to attend the Taiwan students'
concert.
Officials from China dont appear where any Taiwanese
symbols, such as flags, are displayed, Susan Rigdon, a
UNL associate professor of political science, said.
China claims that it is only true China, as does the pro
vince of Taiwan. The two have been separated since 1949,
when Communists took over mainland China and the Na
tionalist government of Chiang Kai-shek moved to Tai
wan. The United States has no diplomatic relations with Tai
wan, which withdrew from the United Nations and was re
placed by China.
In 1978, President Jimmy Carter announced that the
U.S. defense pact with Taiwan would not be renewed. He
established diplomatic relations with China instead.
Police issue
more tickets
Because of the high
number of bicycle traffic,
violations, campus police
will increase issuance of
citations to bicyclists for
going through red lights and
breaking other rules of the
road.
"We've observed a lot of
violations occurring," said
UNL police Sgt. Dick
Gammel. "Bicyclists are
going through stop signs and
lights and riding with exces
sive speed on the side
walks." Bicycle traffic violations
are worse this year than in
previous years, and police
have gotten several com
plaints, he said.
"Two weeks from now
we will start citing bicycl
ists for these violations," he
said.
He said the citations will
protect bicyclists as well as
appease motorists.
"You come out second
best on a bicycle when a car
hits you," he said.
Thursday morning, a bi
cyclist was hospitalized
after he collided with a
motorcycle while turning
off the loop on East
Campus.
Kevin J. Franzlubbers,
18, of 422 Harper was taken
to Bryan Memorial Hospital
and- later transferred to the
University Health Center for
observation. He had a slight
head injury, police said.
The motorcyclist, Gary
Braun, 21, of 4640 Orchard
St., was westbound on the
loop when he collided with
Franzlubbers, riding east
bound about 7:50 a.m.
Officer Barb McGill said
Franzlubbers had been rid
ing down the middle of the
road and turned without
seeing Braun. She said Fran
zlubber had the sun in his
eyes and evidently didn't
see the motorcycle.
