RHA is condemned for inactivity
and persuaded to support show

Urging the Residence Hall Association to become more
active in university affairs, Homecoming Committee repre
sentative Margaret Johnson persuaded RHA at its Thurs
day meeting to donate $350 to co-sponsor a concert the
Friday of Homecoming week.
The concert will be partially funded by the University
Program Council, said Johnson. But she said it does not
have enough money to fully support a concert, which will
probably feature a local band.
Originally, Johnson requested $500, but a motion was
introduced by Found Hall representative Ane Jensen to
limit the support to $350.
In presenting her case, Johnson repeatedly berated
RHA for what she termed its lack of involvement in uni
versity matters.
"I've been here four years," she said, "and you guys
(RHA) haven't done anything to help support the univer
sity. Well, here's your chance."
Support halls
Bill Flack, Harper Hall president, reiterated his position
of last week when RHA voted not to sponsor the Scarlet
and Cream Singers by setting up risers for them to stand
on when performing on Homecoming morning.

New procedure
lets UNL faculty
review policies
The UNL Faculty Senate
has instituted new proposals
for handling policies by the
NU Central Administration
which pertain to faculty
members, a representative
of the group said Thursday.
James O'Hanlon, presi
dent of the senate, said poli
cies of the administration
will be reviewed by the en
tire UNL faculty before
they are put into effect,
rather than being reviewed
only by the senate as in the
past.
UNL faculty members
will have the opportunity to
see copies of all administra
tion proposals which affect
them, O'Hanlon said.
O'Hanlon said the new
procedure will mean policies
will take longer to initiate
than before.

environment in the residence halls," he said. "I do not sec
how this (co-sponsoring the concert) fits into that pur
pose. Personally, I could think of a lot better things to do
with $350."
Jensen disagreed, reminding the group that one of its
goals is to improve the visibility of RHA.
"Besides," she said, "it's time we do something for a
change."
In other action, RHA voted against changing by-laws
in the group's constitution regarding the appointed
position of executive assistant.
The executive assistant, according to RHA President
Robin Lynch, manages the RHA office and is the com
munications coordinator, corresponding with other uni
versities in the nation.
Split position
Lynch proposed splitting the position into two posts in
order to increase the efficiency of RHA.
"The amount of communication going on is not
enough," she said. "The amount of communication I
would like to see would probably keep one person busy.
We need to get support and input on issues from other
schools.
'The person in charge of, the office could spend more
time there," she said. "We could have better organization
and then the execs would be able to spend more time on
other matters."
An affirmative vote of two-thirds (27 members) is
needed to pass by-law changes and only 29 voting
members were present. The motion received the support
of 25 RHA members.
RHA also decided to accept a list of uniform rules for
ASUN elections that would apply to residence halls.
The list, prepared by Jennifer Fager, ASUN Electoral
Commission director, and Doran Matzke, ASUN second
vice president, will be given to the halls as a guideline to
follow. Each hall may add rules of its own, but no rule
may be deleted.
RHA was given a welcoming address by Douglas
Zatechka, director of the Office of Housing.
He told RHA members the relationship between their
organization and his office has historically "been one
characterized by cooperation, goodwill and trust."
Zatechka reported there were 5,253 people in the resi
dence halls as of Sept. 21. He also said there were fewer
contract cancellations this year compared to past years.
According to Zatechka, most fire and life safety
requirements for the halls have been met and over the
summer, energy saving mechanisms were installed in the
dorms.
Zatechka also said a fast food-type meal line is being
planned for the Cather-Pound-Neihardt complex to draw
some of the crowd away from the Selleck Quadrangle.
