Thone says transportation is major ag concern
ByDX.Horton
Gov. Charles Thone said Friday that as the newly
appointed chairman of the National Governor's Associa
tion agriculture committee, he will make strong recom
mendations on agricultural exports.
"With this year's expected bin-buster crop, farmers
need a vigorous export policy," he said.

exported, Thone said. It will be necessary to maintain this
ratio to ensure good prices to Nebraska farmers, he said.
Thone, who was also appointed to the President's Ex
port Council, said transportation is agriculture's number
one problem because it affects the amount of grain ex
ported. He said progress was made through the use of unit
trainscarrying grain to the West Coast for export.
He said he will designate a soil and water conservation
task force headed by Gov. Robert Ray of Iowa to address
those problems.
Thone said he will try. to emphasize research and
promotion of such projects as gasahol production that will
directly benefit Nebraska producers. He added that en
couraging changes in the use of some products, such as
using corn fructose as a sweetner, will also benefit Ne

present a consensus of opinion on agricultural problems to

the federal administration.
The National Governor's Association has only advisory
powers but has been gaining more significance, according
to TTione. He said that because both former President
Carter and President Reagan are former governors, they
are more sensitive to states concerns.
The agriculture committee will closely watch the multi
billion dollar legislation to be considered by Congress in
October or November, Thone said.
Although the bill will be the new "Farm Act," he said
there will be no dramatic switch in federal farm policy. He
said the bill will deal with broad areas such as production
incentives and restrictions.
Thone said he expects an emphasis on the free-market
approach to production in keeping with the Reagan
administration's economic policy. He added that agri
culture had been taking that approach before this
administration.
Permits are
transferable
The Daily Nebraskan
incorrectly reported that
parking permits would be
on sale last week. Permits
will be sold today through
Wednesday at the Bob
Devaney Sports Center.
The $35 permits will be
sold from 8;3u ajn. to 4
p.m. Students must present
their student ID or registra
tion receipt and their
vehicle registration. UNL
faculty and staff must
provide proof of employ
ment in addition " to their
vehicle registration.
THis year's permits will
differ from those of past
years. There will be a small
identifying decal for the
rear window, but the actual
permit will hang from the
rear-view mirror, allowing
. the use of the permit in
more than one car. The
buyer can register each car
that might be used during
the year, obtain extra decals
free and transfer the permit
from car to car.
LTS charge
ups fare for
shuttle rides
Traveling by shuttlebus
between UNL's East and
City campuses will cost five
cents more this year due to
a fare increase.
"We expected our costs
would go up about $4,000
this year due largely to the
rate per hour charged by the
city of Lincoln for provid
ing the buses and bus driv
ers,"said Richard Arm
strong, vice chancellor for
student affairs.
Armstrong said trie inter
campus bus is operated by
the Lincoln Transportation
System, not the university.
Therefore, he said a price in
crease presented to the uni
versity must be passed on to
the riders.
One-way fare on the
campus shuttlebus will be
20 cents this year. The city
bus fare is 50 cents. As be
fore, twenty shuttlebus
tokens may be purchased
for $3 in the union, provid
ing regular riders a discount
rate one-third that of the
regular city fare.
Ray Coffey, university
business manager, who
analyzes bus service costs
and evaluates the service's
quality, recommended the
increase. He made the
recommendation after
comparing projected costs
with the income from the
previous 15-ceht fares.
Armstrong said a 25 per
son load is common for the
shuttlebus.
