William Proxmire of Wisconsin, famous for giving liis annual "Golden Fleece" award for what lie consid ers the most wasteful government-funded projects, will speak on that topic Sunday at 7:30 p.m. in the Nebraska Union. Proxmire 's speech, entit led "Governmental Waste in America," will be followed by a question-and-answer session. The speech is spon sored by the Talks and Topics Committee of the University Program Council. Proxmire has been in politics since 1950, when he was elected to the Wis consin State Assembly. Proxmire, a graduate of Harvard University and the author of five books, is the ranking minority member of the Senate Appropriat ions Committee on Banking, Housing, and Urban Affairs and the Congressional Joint Kconomic committee.
