In recent years, labels that specialize in new wave rock; Stiff, Beggar's Banq uet, and Sire, have released showcase anthologies of their talent in an attempt tn break new bands in America. ment, proving that some freshness and vitality still exists in popular music in England, as well as the American underground. I.R.S. Creates! Hits Vols. 2&3 continues in this vein with a four-sided chronicle of upbeat, highly danceable rock for the the new decade. The father of new wave, punck rock, enters the scene on Alternative TV's "Action Time Vision." It is a steamroller of a song, with fiercely enunciated lyrics and lowest-common denominator heavy metal guitar.
