'I think that we would be the only university that does net provide tickets to students at a reduced price," UNL Interim Chancellor Robert Rutford told the board. He opposed any change in the policy. The regents rejected a proposal to sell the tickets at a 25 percent discount and to allow students to resell their tickets. Regent Robert Simmons of Scottsbluff said Nebras kans favor permitting students to sell their tickets. UNL Chancellor Robert Rutford said transferable stu dent and faculty tickets would increase ticket scalping. The policy would decrease the number of tickets sold to the general public, he said. Regent Robert Simmons of Scottsbluff said the present ticket policy makes "criminals out of a substantial num ber of our students." The current policy forbids students from selling their tickets. But Regent Edward Schwartkopf of Lincoln said few students scalp football tickets. "I never see the evidence of that scalping," Schwartz kopf said. The board wastes time discussing football tic kets continually, he said. The board elected Rtgent Robert Prokop of Wilbur to be its 1981 chairman. Prokop-the only nominee -received seven votes in the secret ballot. There was one ab stention. The regents elected Regent James Moylan of Omaha as vice chairman. In other action, the board refused to accept a contract offer by UNO's American Association of University Pro fessor's President Bernard Kolasa. In Kolasa's offer the AAUP would accept a 12.8 per cent increase in wages and bendus. The AAUP's last offer asked for a 17.5 percent increase. Charles Thone's 8 percent pay increase recommen dation for state employees was 10 percent less than the increase requested by the Nebraska Association of State Employees. The article should have read "ten percentage points less" because the NASI; asked for an 18 percent increase, which is about 55 percent more than Thone's recommendation. The Daily Nebraskan also reported that the federally funded National Direct Student Loan Program has been cut by $1 million. The actual cut was $100 million from $286 million to $186 million.
