Clerk says student groups need sales permits

Student Organizations that are involved in solicitation
and fund raising causes should be aware of the permit or
dinances Lincoln requires for these types of canvassing
methods, said Deputy City Clerk Joan Ross.
Before selling a product, approval must be gained by
submitting an application to the Solicitations Committee
according to the City Clerks Office.
Ross said the committee meets the second and fourth
Tuesday of each month. She said the committee is com
prised of five Lincokiites who have been recommended by
the mayor and approved by the City Council.
Ross said 60 permits for various organizations and in
dividuals were approved for the fiscal year (Sept. 1979
through Sept. 1980) by the committee.
Ross said the purpose of the permits is to ensure that
bona fide organizations or individuals are the only ones
allowed to solicit or peddle for monetary receipts in Lin
coin. She said the non-profit organization and peddler
permits allow solicitations on private property only. This

Ross said a vendor's permit would be required for
those doing business such as a push cart business on public
property. She said these permits are entirely separate from
the sidewalk cafe ordinance passed this summer by the
city.
The clerks office said the permits range from $5 to
$75, which covers such things as routine permit issuance
and licensing.
Ross said that some of the extensive safeguards built
into the permit application form deal with things like the
estimated amount of money to be collected, the names of
those distributing the receipts, an outline of methods used
to conduct the solicitation, and the specific time range for
the solicitation period.
Ross said the application questions are designed to
check the organizations against fraud and not the product
sold or the cause solicited for.
Ross mentioned that as far as student groups go, it is a
very good idea to have a permit. She said each solicitor
should be given a photocopy as identification and proof
of approval.
