About half of America's electricity is wasted, he said, quoting from a recent World Watch Institution study. That 50 percent compares to two-thirds of the remaining worldwide total, he said. The same study showed that utilities forced by customers to cut their power base saved money and in creased profits, he said. Youngberg scolded utilities for turning off electricity and gas "on Christmas eve in one case and without proper notification. Youngberg said he is introducing two proposals to the city council that if passed, would prohibit utility turn offs without notifications and on weekends and holidays. Cengas is the most careless utility regarding accidental shut-offs, he said, and some course of action should be available to wronged customers. Youngberg closed his speech mentioning a survey to study the economic impact on Lincoln of a proposed shopping center west of Omaha on Interstate 80. Mayor Helen Boosalis has not agreed to the survey yet, he said. Twenty-two percent of the shoppers in a 20-county area in Southeast Nebraska go to Omaha for non-essential goods, he said. Of these 22 percent, 37 percent are from Lincoln. This means about 25,000 Lincolnites drive to Omaha to shop, usually at the Westroads or the Cross roads, Youngberg said. The 1-80 shopping center would increase the number of commuter shoppers from Lincoln, he said.
