Budget cut . .

Meisels said he cannot yet predict the full effect of the
cut. But he said he is certain that "it's a detriment to the
entire educational process."
The speech department's operating budget has been
frozen for three years and cannot withstand further
restriction, according to Speech Communication Depart
ment Chairman Custav Friedrich.
"It's just an impossible situation," Friedrich said.
"Now they're telling us we're going to have to operate
at 85 percent of a budget we couldn't live with befoi:."
With supply restrictions added to the problem of larger
class sizes, education will be hampered, Friedrich said.

tests," he said. Instead, he continued, tests will be written
on blackboards and students will buy examination book
lets on which to write answers. Students may also be
forced to run off their own copies of handouts and pay
for them, lie said.
But "paper will continue to fly" at the School of
Journalism, according to Jack Botts, chairman of the
news-editorial sequence of the school.
Though no longer an Arts and Sciences department,
the school is reducing operational expenses this year, he
said. Information on operating budgets has been sent to
every chairperson in the school.
The school ended its subscription to the United Press
International wire service last year to save expenses, Botts
said, but Said it kept its Associated Press subscription.
However, UPI will be reintroduced this year so students
can learn editorial judgment through exposure to all per
spectives, he said.
Cuts dismaying
To compensate for this added operational expense,
Botts said he will end the school's subscription to some
newspapers and magazines, and reduce purchases of depart
mental or private library books. Faculty trips to convent
ions and seminars also will be curtailed .
In addition, an introductory photography course for
non-journalism majors will be discontinued to save wear
on equipment and manual typewriters will be phased out
rather than repaired, he said.
Cutting services and supplies previously considered nec
essary is difficult to do, he said.
"You simply go for what you have to have and what's
important to you," he said .

The Bright Idea"
That's what the music department did and that's why
news of this year's cut in operational expenses was partic
ularly dismaying, School of Music Director Raymond
Haggh, said.
Just another crisis
Last year, the School of Music invested in a new music
library. The money was to come from this year's renova
tion funds, Haggh said, but because of the cut in opera
tional expenses, there will be no renovation funds
this year.
Compensation for the deficit will deplete monies for
replacing instruments, as well as for comprehensive
musicianship, Haggh said. Comprehensive musicianship
funds support a six-course program that every undergrad
uate music major must complete.
Duplication materials and listening materials for the
program will be reduced, Haggh said.
Also curtailed will be purchases and rentals of instru
ments for music ensembles, he said.
"I'm too old to panic ,H Haggh said of the cut. "Getting
by" is a UNL tradition, he said, and something he's done
for 20 years.
