Follow John Anderson and the 1980 Presi
dential election closely. Both could make po.
litical history.
If Anderson, the Republican from Illinois,
currently resting at about 15 percent in nat
ional popularity polls, could contribute to an
election so close that neither President Jimmy
Carter or Governor Ronald Reagan win a maj
ority of states, the election would be thrown
to the House of Representatives for a decis
ion. Two University of Nebraska -Lincoln po
'litical science professors agree that a close
election spells trouble for American voters,
further diminishing their role in elections.
John Gruhl, assistant professor of political
science, said, "It's a fascinating thing but it's
)robably no good for the system because it
eads to dissent on the part of the public
even if they voted for the popular winner and
certainly if they didn't."
Gruhl said the system giving the election
tie-breaking decisions to the house has three
flaws:
It causes public anxiety.
The possibility of a stalemate could
leave the United States without a
real president and "if any emergency
came up it could raise havoc'
The system is confusing.
Anxiety has Increased in the last decade be
cause of three close calls, said Prof. R.F.
Sittig. Sittig said, a few thousand Ohio votes
to Gerald Ford in 1976 could have thrown the
election to the House. In 1968, a few thous
and votes in key states could have tied Rich
ard Nixon and Hubert Humphrey. Several
thousand votes in Illinois and Hawaii could
have given Nixon the election instead of John
Kennedy.
The last presidential election actually de
cied in the House was in 1824, between
Andrew Jackson and John Quincy Adams,
Sittig said. Adams eventually took office, even
though Jackson received the majority popular
vote.
"They (representatives) don t feel bound
to states," Sittig said. "They feel it's their job
to select whoever they want."
Even if Carter nor Reagan receives a major
ity of states, Sittig said he believes the decis
ion will never be made in the House, for one
of two reasons.
One, Anderson's popularity is steadily de
creasing and by election time, Sittig said, he
probably will not have the political strength
to win a state.
Gruhl said talk of a tie election has caused
Anderson's popularity to suffer. "Of course,
all this talk (about a tie) has hurt Anderson.
I've heard people say they won't vote for him
because hell screw everything up."
Second, Sittig said, if neither Carter nor
Reagan gain a majority, the candidates may
strike a bargain before electors vote.
Platform Concessions
If Anderson carries a state or two, Reagan
and Carter will bargain with him, Sittig said,
offering platform concessions for electoral
votes.
He is skeptical the 1980 election will even
reach the candidate bargaining stage. Sittig
said Anderson is following the pattern of
other thirdf arty candidates who rise early in
the polls but wane towards election.
Gov. George Wallace, in 1972, slipped from
21 percent to 13 percent at poll time and Sit
tig predicted Anderson's popularity will con
tinue its downward slide of the last months.
Sittig said the 1980 election will give
strength to the argument for a popular elect
ion. A current propal, he said, calls for a pop
lar vote where a candidate would need 40 per
cent. A similar proposal cleared the house in
1969, he said, but "was filibustered to death"
in the Senate.
